A widely renowned educator and social worker, Dr. Smith has served as a professor with Cleveland State University for nearly two decades, and thereafter she served as a professor at the University of Akron for four years before retiring from her academic career. Dr. Smith was awarded the Lifetime Achievement Award from the National Association of Social Workers, Ohio Chapter, in 2013. She has received grants from the U.S. Department of Health and Human Services, the City of Cleveland, the U.S. Department of Education and the Ohio Department of Mental Health. In an effort to remain active and engaged in her fields of focus, Dr. Smith maintains involvement with the National Association of Social Workers, American Evaluation Association and Professional Association of Social Workers in HIV & AIDS.

A recognized authority in the field of mental health, Dr. Smith is credited as a co-author of numerous industry-related publications, including "Mental Health Practice with Children and Youth: A Strengths and Well-Being Model (Social Work Practice in Action)," which was published in 1998. In addition, she has contributed chapters to books and articles to professional journals pertaining to her areas of expertise. An avid researcher and program evaluator, Dr. Smith was awarded the Evaluation Recognition Award from the Ohio Program Evaluators' Group in 1992.

Prior to pursuing a career in mental health and research, Dr. Smith received a Bachelor of Arts from Tsuda College in 1964. She relocated to the United States in 1968, and went on to attend Kent State University, where she received a Master of Arts and an Educational Specialist Degree in 1972. Upon completing her formal education, Dr. Smith joined Cleveland State University as a student activities coordinator and international student advisor. She held this position for six years before attending Case Western Reserve University, where she completed a PhD in 1980. During this time, Dr. Smith assisted the university as a research associate.

Between 1981 and 1987, Dr. Smith held a variety of leadership roles, including as a director of aftercare with Murtis H. Taylor Multi-Services Center and director of research and training with Hill House Mental Health Rehabilitation and Research, Inc. in Cleveland, OH. Dr. Smith worked as an independent consultant in Beachwood, OH between 1987 and 1990. Dr. Smith joined Cleveland State University in 1990 as an assistant professor before rising to the rank of associate professor within three years. Since the turn of the century, she has been recognized as a professor with the university. In 2009, she joined the faculty of the University of Akron as a professor until her retirement in California. Dr. Smith is a highly regarded authority in mental health services for adults and children, having presented the findings of her research projects at many professional conferences in the U.S.A. and Canada. She has been a regular reviewer of various federal grant applications and journal manuscript proposals.

While in Ohio, Dr. Smith actively engaged in various leadership roles in the community. She assisted as a member of the board of governors, first vice chair, and program planning and policy committee chair with the Cuyahoga County Community Mental Health Board. She is also a former trustee of the Phoenix Society and Women's Community Foundation in Cleveland. She served as a member of the Summa Foundation Board of Directors, Community Benefit Committee in Akron, OH. Between 1994 and 1997, she chaired the Women Celebrating the Bicentennial of Cleveland with more than 3,000 members commemorating the contributions of the city's women over the past hundred years. Most recently, Dr. Smith completed her term of service as a member of the National Advisory Council of Asian and Pacific Islander National Cancer Survivors Network. Throughout the course of her career, she has been featured in a wide range of honors publications, including Who's Who in America and Who's Who in the World.
