Dr. Norton earned a BA in Political Science in 1966, and a PhD in Philosophy in 1970, both at the University of Michigan. During his journey, he served as a visiting lecturer at the University of Maryland in both the Chesapeake Biological Laboratory and for the executive degree program in the school of public affairs as well as a research associate at the Institute for Philosophy and Public Policy. He was also a visiting fellow at the Environmental Policy Institute of the U.S. Army.
