David Buzard Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Born in 1961 in Evanston, IL to Clifford Howard Buzard and Mary Louise Dole, attorney, counselor, advisor and consultant David Buzard has enjoyed an illustrious legal career. He is currently on assignment with the U.S. Department of State, Africa Bureau, Office of Security Affairs, as Security Sector Reform and Military Justice Advisor to the Armed Forces of the Democratic Republic of the Congo, stationed at the American Embassy in Kinshasa.

A 1984 graduate of Northwestern University with a BA in Linguistics, having transferred from Carleton College in 1982, Mr. Buzard received his JD from Tulane University in 1990. In 2018, he anticipates receiving a Certificate in Public Leadership from the Harvard University Kennedy School of Government Executive Education Program. He was licensed to practice law by Illinois in 1991 and also by Virginia in 1997, and is admitted to appear before the U.S. Court of Military Appeals, the U.S. Court of Appeals for the 4th Circuit, the U.S. District Court for the Eastern District of Virginia, the U.S. District Court for the Northern District of Illinois, and the U.S. Supreme Court.

Mr. Buzard began his legal career as a clerk in the U.S. Attorney's Office in New Orleans in 1988, during law school. In 1990, he began a seven-year stretch as an active-duty Judge Advocate in the U.S. Navy, and continued to serve in the Navy Reserve another fourteen years. In 1997 and 1998, he practiced as an associate in the law firm of Glasser & Glasser, PLC in Norfolk, VA, followed by six years as an associate with Bennett & Zydron, PC, in Virginia Beach, VA. For the next two years, he was a partner of Rutter Mills LLP in Norfolk, VA. In 2006, he established his own firm, David A. Buzard, PLC, and since 2008 also is affiliated as Of Counsel to Jeremiah Denton III, P.C., in Virginia Beach, VA. In his private law practice he has handled multi-million dollar cases of medical malpractice, nursing home neglect, and catastrophic vehicular accidents, and has represented injured workers against their employers' insurers, plus service members and their families in claims against the government.

In 2006, he was recalled to active duty by the Navy for two years, to serve as Staff Judge Advocate to the U.S. Navy Maritime Expeditionary Support Group TWO, in Portsmouth, VA, which included deployment to Kuwait and Iraq. In 2010, he was again recalled, this time to serve with the Defense Institute of International Legal Studies in Newport, RI, as its Democratic Republic of the Congo In-Country Program Director, stationed in Kinshasa. The State Department took note and recruited him in 2012, first to be seconded to the European Union Security Sector Reform Advisory Mission to the Armed Forces of the Democratic Republic of the Congo through 2014, and then in his present capacity since 2015.

Other public service and civic roles he has held include: adjunct professor at Old Dominion University, lecturer on law and ethics at the U.S. Joint Forces Staff College, conseiller juridique for the Alliance Francaise Chapitre de Grasse, judge of the Jessup International Law Moot Court Competition, legal treatise translation editor for the Open Society Initiative for Southern Africa, service on the Board of Trustees of the Virginia Stage Company, and vestryman at Saint Paul's Episcopal Church, Norfolk, VA.

Mr. Buzard has been inducted into the Multi-Million Dollar Advocates Forum, and certified by the International Committee of the Red Cross in International Humanitarian Law, as well as by the U.S. Army as a qualified Inspector General. He maintains affiliation with the American Bar Association, Norfolk and Portsmouth Bar Association, Virginia State Bar, Virginia Trial Lawyers Association, and Professionals in Humanitarian Action and Protection. He has authored articles that have appeared in professional legal journals.

Mr. Buzard is the 2001 recipient of the Judge Walter E. Hoffman Award from the Norfolk and Portsmouth Bar Association, and between 1993 and 2014 received numerous military awards and decorations from the European Union, North Atlantic Treaty Organisation and United States Navy. A National Merit Scholar and Eagle Scout, he enjoys civic activities, travel, and reading.

He has appeared in various Marquis Who's Who publications, including two editions of Who's Who in Finance and Industry. He has been featured in four editions of Who's Who in America, as well as four editions of Who's Who in American Law. His achievements also have been recorded in three editions of Who's Who in the World.
