    WASHINGTON, DC, February 19, 2018 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present Jack J. Schramm, J.D. with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Schramm celebrates more than 50 years' experience in his professional life, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Mr. Schramm's experience as an international development lawyer began in 1989 when he joined PA Government Services, Inc. to lead its institutional strengthening practice in Washington, D.C. Shortly thereafter, the developing world determined that it needed to establish environmental protocols, as it began its industrialization, in order to avoid the contamination experience suffered by the developed world. Mr. Schramm's prior environmental policy and law experience exceptionally qualified him to address this daunting challenge. His subsequent assignments in 25 developing countries on five continents, funded by USAID, The World Bank, The Asian Development Bank, and OECD, were creative and comprehensive. In particular, his inventive integration of command-and-control and economic incentive systems was praised by USAID and The World Bank and utilized as models all over the world. It also earned him the designation of "2009 Professional of the Year" by the Editorial Selection Board of Cambridge Who's Who, citing Mr. Schramm as "one of the world's leading specialists in the application of Environmental Management Systems ..." to achieve cleaner production.

Beginning in 2010, Mr. Schramm expanded his consultancy to include Democracy & Governance practices in the post-crisis countries of Iraq and Afghanistan where, in one project, in addition to his tutoring provincial governments on writing laws, he delivered the keynote address at an Iraqi National Legislative Conference in Basra, detailing a strategy to achieve power-sharing arrangements between the central government and the provincial councils, a key governance issue. In a second project, he evaluated USAID's parliamentary strengthening program for Iraq forming the basis for its controversial shutdown; Mr. Schramm also formulated a confidential memo to the State Department laying out the political root causes of the parliamentary disfunction and his strategic recommendations to address festering problems there.

Mr. Schramm's expertise in environmental law and management was sharpened when he accepted a Carter Administration appointment in 1977 as Regional Administrator of the U.S. Environmental Protection Agency's Mid-Atlantic regional office in Philadelphia, This occurred only a few years following federal preemption of the environmental field, and pushback by industry to public protection by the government's laws and regulation was widespread. His resources for managing regional compliance with environmental law included a technical staff of nearly 600 persons and a $2billion budget. Mr. Schramm's effective compliance administration, which included a number of nationally significant cases, earned him the offer of a Presidential appointment as EPA's national enforcement chief, which he declined.

Mr. Schramm's political and public policy career began in 1965 when he was elected to the first of four terms (eight years) to the Missouri House of Representatives. Specializing in environmental and urban legislation that often moved his state into a nationally ranked position, he provided problem-solving leadership in a wide range of matters, including authorship and floor management of Missouri's first comprehensive environmental program; re-design of the state's relationship with its local governments; creation of one of the country's first housing finance agencies; and impacted his state's tax and education structures. Among many awards for his effectiveness, Mr. Schramm's leadership was recognized by the Eagleton Institute of Politics of Rutgers University ("one of the outstanding legislators in the nation"); the state's three leading environmental NGOs ("for environmental leadership"); The Wall Street Journal (crediting him in a national front page feature with "beginning to impact state governments around the nation"); and St. Louis Post-Dispatch ("one of the most effective legislators ever to sit in the Missouri House").

Among a number of publications, Mr. Schramm published a memoir of his state, federal, and international experience entitled Passionate Purpose: A Global Governance Journey (New Insights Press, 2017). In 1954, he volunteered for service in the U.S. Army as a paratrooper, and served with the 82nd Airborne Division. Mr. Schramm earned a BA degree in politics and philosophy, with honors, from Colgate University, Hamilton, NY, in 1953, and a JD from the Washington University School of Law, St. Louis, Mo., in 1959. He was honored by his law school with the "2017 Distinguished Law Graduate Award." Mr. Schramm was admitted to practice by the Missouri Bar in 1959, and the Supreme Court of the United States in 1974. He was an "A-V" rated attorney by Martindale-Hubbell.
