Donald Patrick Loren Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

With many years of professional experience to his credit, Mr. Loren is currently the Assistant Secretary for Operations, Security and Preparedness for the Department of Veterans Affairs. Prior to this appointment by the President, he held the position of President and Chief Executive Officer of Old Dominion Strategies, LLC, from 2012 to 2017, was appointed by the Virginia governor to the Military Advisory Council from 2010 to 2014, Deputy Assistant Secretary of Defense for Homeland Security Integration for the U.S. Department of Defense from 2007 to 2009, and Deputy Director for Operations Support for the National Counterterrorism Center from 2006 to 2007. Previously, he served as Deputy Director for Politico-military Affairs for Europe, NATO, Russia and Africa as a part of The Joint Staff from 2003 to 2005, an executive assistant of the Combat Forces for NATO from 1999 to 2001, principal adviser to the operational commander of the Combat Forces for NATO from 1999 to 2001, executive assistant to the commander-in-chief of the Allied Forces of Southern Europe from 1998 to 2001, and Deputy Director of the strategy and policy division in the Office of the Chief of Naval Operations from 1997 to 1998. He served as a professional staff member of the Independent Commission on Roles and Missions of Armed Forces from 1993 to 1994.

Mr. Loren attended the U.S. Naval Academy, earning a Bachelor of Science in operations analysis in 1974. He followed this accomplishment with a Master of Science in education, which he received from Old Dominion University in 1983. He continued his academic efforts at Harvard University, completing postgraduate coursework from 1993 to 1994. Mr. Loren concluded his studies in 1995 with postgraduate coursework at the Massachusetts Institute of Technology.

A member of the Intelligence and National Security Alliance's Homeland Security Intelligence Council since 2010, Mr. Loren also served as board chairman for the National Association of Uniformed Services from 2012 to 2015, senior defense adviser for the Homeland Defense and Security Business Council, a trustee for the United States Navy Memorial, professor of military science at Old Dominion University and an adjunct lecturer at the Joint Forces Staff College with the National Defense University. Retiring with the rank of rear admiral, he has served in a number of roles during his decades-spanning tenure in the U.S. Navy, including Deputy Director for Surface Ships with the Office of the Chief of Naval Operations from 2001 to 2003, executive assistant to commander-in-chief, Naval Forces of Europe from 1998 to 2001, commander, Destroyer Squadron 28 from 1995 to 1997, doctrine development officer for the Naval Doctrine Command in 1993, and commanding officer of the U.S.S. Elrod, FFG-55 from 1991 to 1993.

Prior to these positions in the U.S. Navy, Mr. Loren was the NATO policy officer for the Strategic Plans and Policy Directory of the Joint Staff from 1989 to 1991, flag secretary to commander-in-chief of the Naval Forces of Europe from 1986 to 1988, executive officer of the U.S.S. John Hancock from 1985 to 1986, and assistant chief of staff for communications with the Cruiser Destroyer Group Eight Staff from 1983 to 1985. His first responsibilities with the U.S. Navy included commissioned ensign in 1974, reactor controls officer with the U.S.S. Long Beach and GGN-9 from 1975 to 1978, the combat system officer with Destroyer Squadron 31 in 1978, operations officer with the U.S.S. Peterson from 1979 to 1980, and the operations and readiness officer for the Destroyer Squadron Two Staff from 1981 to 1982.

In addition to his professional endeavors, Mr. Loren remains affiliated with various organizations in relation to his areas of expertise. He has maintained membership with the Honor Societies of Phi Kappa Phi and Sigma Iota Epsilon, the Knights of Columbus, Association of the United States Navy and the U.S. Naval Institute. He is also involved with the Naval Order of the United States, the Veterans of Foreign Wars, the American Legion, the Navy League of the United States and the Tin Can Sailors Association, now known as The National Association of Destroyer Veterans. Mr. Loren has also found success with his written work, having authored "Shape Up! A Shipboard Program for Physical Fitness" in 1981, and contributed many articles to professional publications.

Honored with the Order of Merit of the Italian Republic, Mr. Loren was recognized as a senior fellow of the Joint Forces Staff College, the governance fellow for the National Association of Corporate Directors, and a federal executive fellow with the Center for International Affairs at Harvard University, Cambridge from 1993 to 1994. He was also a fellow of the Seminar XXI on Foreign Politics, International Relations and the National Interest at the Massachusetts Institute of Technology from 1994 to 1995, a fellow in national security studies for the Maxwell School at Syracuse University in 2003, and fellow of the NATO defense college in Rome, Italy, in 2004. Mr. Loren has been a fellow of the Senior Executives in National and International Security Program with the John F. Kennedy School of Government at Harvard University in 2004, fellow of the School of Public Policy at the University of Maryland in 2006, and a fellow of the Kellogg School of Management at Northwestern University in 2006.

In light of his exceptional undertakings, Mr. Loren has accrued several accolades and honors throughout his impressive career. Decorated with the Conspicuous Service Star and Cross by the State of New York, he has received many honors for his military service, including the Bronze Star, the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal and the Defense Meritorious Service Medal. He has also earned the Joint Commendation Medal, Joint Achievement Medal, Commendation Medal from the U.S. Navy, Achievement Medal from the U.S. Navy and the Medal for Outstanding Public Service from the U.S. Secretary of Defense. Mr. Loren has also been selected for inclusion in multiple editions of Who's Who in America, Who's Who in American Politics, Who's Who in the South and Southwest and Who's Who in the World.
