Ms. McMillion is a retired U.S. Foreign Service officer with more than 30 years of experience. Taking on assignments in Taiwan, South Africa, Thailand and Laos, she was well known for her time served as the Ambassador to Rwanda between 2001 and 2004. While in Washington, she worked in the Office of West African Affairs, the Office of Korean Affairs, the Office of the Under Secretary of State for Political Affairs, and the Office of Africa Analysis in the Bureau of Intelligence and Research. Her most recent foreign service assignment included serving as deputy commandant for international affairs at the U.S. Army War College.

In recent years, Ms. McMillion was an adjunct professor at Webster University in Thailand from 2008 to 2014. She taught international relations before serving as the coordinator of the Master of Arts in International Relations. She then became active as a member of Webster Thailand's University Council in 2015.

Born in Pennsylvania, Ms. McMillion later earned a Bachelor of Arts at Eisenhower College in 1973, followed by a master's degree at the University of Pittsburgh in the Graduate School of Public and International Affairs in 1975. Early in her career, she served as a political/consular officer in Kigali, Rwanda, and then as a consular officer in Taipei, Taiwan. She then spent six years as a desk officer for Chad, Niger and Upper Volta (now Burkina Faso) and as a political officer in Pretoria, South Africa. By the mid-1980s, Ms. McMillion had become consul in Udon Thani, Thailand. After graduating from the National War College in 1990, she served as the assistant country director in the Office of Korean Affairs. Ms. McMillion then became the special assistant for East Asia in the Office of the Under Secretary for Political Affairs and political counselor in Bangkok, Thailand. By the mid-1990s, she had become deputy chief of mission in Vientiane, Laos, followed by an appointment as the director of the Office for Analysis of Africa in the Bureau of Intelligence and Research.

Currently, Ms. McMillion is concentrating her efforts on community and civic activities in Bangkok, where she has been living full-time since October 2006. She has also been active in obtaining grants from Rotary International for projects that her club implements in the Bangkok area, and she has been working with the Rotary Peace and Conflict Resolution Center at Chulalongkorn University. A member of Rotary International since 2002, Ms. McMillion served as the president of Rotary Club of Srapathum in Bangkok as part of Rotary International from 2014 to 2015.

A three-time recipient of the U.S. Department of State's Superior Honor award, Ms. McMillion also was named a Legacy Laureate from the University of Pittsburgh in 2005. She received a Distinguished Civilian Service Award from the U.S. Department of Defense in 2006, and a Heindel Award for the Promotion of International Understanding from the Harrisburg Foreign Policy Association while at the U.S. Army War College in 2006. Fluent in French, Afrikaans, Thai and Lao, Ms. McMillion also delivered the May 2016 commencement speech at Webster University. Married to Pitaya Yangpichit, she has been cited in over 20 editions of Who's Who in America, Who's Who in the East, Who's Who in the World and Who's Who of American Women.
