Currently a residential fellow at the Institute of Advanced Study at Indiana University, Mr. Smith has been an internationally recognized scholar, lecturer and professor emeritus of law at the Columbus School of Law at The Catholic University of America since 2016, where he taught for 39 years. Teaching for more than five decades in total, he taught courses in Property Law, Land Use, Environmental Law, Bioethics and Public Health Law and continues to conduct scholarly research and writing in the field of international human rights at Indiana University.

Throughout his career, Mr. Smith has served as a visiting professor, scholar, and research fellow at dozens of institutions nationally and internationally, as well as for various organizations. In all, Mr. Smith has held research affiliations at 96 institutions, including: Harvard Law School's Petrie-Flom Center for Health Law Policy; the Solomon Center for Health and Policy at the Yale Law School; the Columbia University Center for The Study of Society and Medicine; the Hoover Institution at Stanford University; the Lauterpacht Institute at Cambridge University; the Rothermere American Institute at Oxford and the Max Planck Institute, Heidelberg, Germany. His lectures, research and writing, together with his national and international academic appointments, public service and teaching experiences have earned his much acclaim. Receiving multiple awards, including a Sagamore of The Wabash Citation granted recently by the Indiana Governor Michael R. Pence in 2015, Mr. Smith was also awarded much earlier in his career with a prestigious Australian-American Award and served as the Fulbright Visiting Professor of Law and Medical Jurisprudence at the faculty of law at the University of New South Wales in Sydney, Australia. Under the title of "1984: A Brave or a Confused New World?," Smith delivered seven Fulbright lectures throughout the Australian continent during his Fulbright residency. He has also guided contemporary debates on the parameters and perimeters of what has been termed the "New Biology."

Mr. Smith has established himself as a prolific national and international scholar with a published bibliography of some 190 entries which includes 16 books, and 175 law review articles, book chapters, monographs, and essays. Two of his articles were cited by the Supreme Court of the United States. He also served on various editorial boards, including on the International Journal of Medical Practice and the Law between 1991 and 2009. He was the founding editor of The Journal of Contemporary Health Law and Policy in 1984. Notably, his book entitled, The Christian Religion and Biotechnology, was a Pulitzer Prize nominee in non-fiction in 2005. Mr. Smith has served on the board of directors, board of patrons and board of visitors for several institutions, including the board of directors of the Center for Health Governance, Law and Ethics, University of Sydney, Australia, and as co-chairman of the special committee on environmental quality in the young lawyers' section of the American Bar Association. Particularly noteworthy were his consultancies with the International Bioethics Committee on the UNESCO Declaration on The Protection of the Human Genome 1995-97 and with the U.S. House of Representatives Committee on Science and Technology 1981-87. He was also a member of President Ronald Reagan's Private Sector Survey on Cost Control 1982-83. He is a lifetime member of the American Law Institute, the Society of Indiana Pioneers and the Cosmos Club.

Mr. Smith holds a Bachelor of Science in Business degree and Economics from Indiana University as well as a Doctor of Jurisprudence degree. He received his LL.M. from the Columbia University School of Law. Indiana University conferred an LL.D. degree, honoris causa, upon him in 1998, as well as honored him by awarding its Distinguished Alumni Service Award and electing him to the Academy of Law Alumni Fellows. He has been admitted to the Indiana and the District of Columbia Bars as well as to the Supreme Court of the United States. In recognition of his significant record of public service, he was invited to membership in the Most Venerable Order of the Hospital of St. John of Jerusalem, which is an order of British chivalry. Mr. Smith has been cited in every edition of Who's Who in America since 1987, as well as multiple editions of Who's Who in American Education, Who's Who in American Law and Who's Who in the World.
