With 60 years of industry experience to his credit, Mr. Harkins has worked as a partner with Harkins Cunningham since 1992. Prior to this appointment, he served Pepper, Hamilton & Sheetz in several capacities, including as chairman from 1986 to 1992, co-chairman from 1982 to 1986, and partner from 1963 to 1992. Mr. Harkins began his career as an associate of the firm from 1958 to 1963.

Before embarking on his professional path, Mr. Harkins pursued an education at the University of Pennsylvania, earning a Bachelor of Arts, cum laude, in 1953. Following this accomplishment, he entered the U.S. Army in 1953, serving as an officer prior to his honorable discharge in 1955. He concluded his studies at the University of Pennsylvania in 1958, graduating with a Bachelor of Laws, summa cum laude. Licensed to practice law by the Pennsylvania Bar Association in 1959, Mr. Harkins has been admitted to practice before the Supreme Court of the United States in 1971, the U.S. Court of Appeals for the Third, Fourth, Fifth, Seventh, Ninth, Tenth and Eleventh Circuits, the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania and the Supreme Court of Pennsylvania.

Beyond his efforts within the field, Mr. Harkins has participated in numerous endeavors outside of his professional circles. A teacher at the Wharton School with the University of Pennsylvania, he further served this esteemed academic institution as an instructor from 1956 to 1958, a lecturer and on the board of overseers for Penn Law from 1981 to 1995, a member of the advisory committee at the Institute for Law and Economics from 1981 to 2014, and a former committee chairman for the Institute for Law and Economics from 1981 to 1991. Formerly on the board of directors for the Chester County Hospital, Mr. Harkins also held the position of supervisor for Easttown Township, PA, from 1972 to 1977, director for Citizens for Pennsylvania's Future from 2001 to 2015, and a past trustee for the Curtis Institute of Music.

Mr. Harkins was a trustee for the University of Pennsylvania from 1987 to 1997, where he has been recognized as an emeritus trustee since 2005. He has contributed to the University of Pennsylvania Health System as a trustee from 1988 to 2001 and as vice chairman from 1991 to 2001. Likewise, he was appointed to the board of overseers for the Perelman School of Medicine at the University of Pennsylvania from 1990 to 2001, for which he served as chairman from 1991 to 2001. Mr. Harkins has also held the role of editor-in-chief for the University of Pennsylvania Law Review from 1957 to 1958.

In addition to his primary trade, Mr. Harkins remains affiliated with various organizations in relation to his areas of expertise. He has notably been a lifetime member of the American Law Institute and is a member of the American College of Trial Lawyers. He is also a member of the Phi Beta Kappa Society, the Athenaeum Club in Philadelphia, Pennsylvania, and is a past-member of the Merion Cricket Club and the Radnor Hunt Club. Furthermore, Mr. Harkins has maintained involvement with both the American Bar Association and Philadelphia Bar Association.

In light of his exceptional undertakings, Mr. Harkins has accrued several accolades and honors throughout his impressive career. He has been honored among the Pennsylvania's Super Lawyers in Law and Politics by Super Lawyers since 2004, among the Best Lawyers in America by Woodward/White, Inc., from 1986 to 2016, and as Securities Lawyer of the Year in Philadelphia Litigation by Best Lawyers in 2014. He has also been recognized as a Local Litigation Star for Pennsylvania for Antitrust, Commercial Litigation, and Intellectual Property by Benchmark Litigation in 2013, in Chambers USA's Guide to America's Leading Lawyers in Business, and in the Legal Media Group Guide to the World's Leading Litigation Lawyers. Awarded the Order of the Coif from the University of Pennsylvania, he was a fellow of the Salzburg Seminar in American Studies in 1961, and received the Learned Hand Award, and the University of Pennsylvania's Alumni Award. Mr. Harkins has been selected for inclusion in many editions of Who's Who in America, Who's Who in American Law, Who's Who in the East and Who's Who in the World.
