Joining the Constantine Cannon LLP whistleblowing team as of counsel in 2015, Mr. Litman is a tenured attorney who formerly practiced with Phillips & Cohen LLP between 2001 and 2015. Acting as lead counsel in several significant whistleblower cases and representing corporations and individuals in federal and state courts around the country, he focuses his practice primarily on representing whistleblowers in qui tam lawsuits brought under the federal and various state False Claims Acts. He boasts expertise in both state trial courts as well as in the U.S. Supreme Court.

Mr. Litman is a former U.S. attorney for the Western District of Pennsylvania, deputy assistant and deputy associate attorney general for the Department of Justice and assistant U.S. attorney in the deputy chief appellate section of the Department of Justice. First earning his undergraduate degree at Harvard University in 1981, he then worked as a feature film production assistant in New York City and as a sports reporter for the Associated Press. Completing his Doctor of Jurisprudence at the University of California, Berkeley, in 1986, Mr. Litman then began his new career as a law clerk in Washington, DC. While pursuing his law degree, he was editor-in-chief of the California Law Review. Notably, he graduated Order of the Coif.

A lawyer, law professor and political commentator, Mr. Litman has taught at Berkeley Law School, the Georgetown Law Center, Princeton University, Rutgers University School of Law, the University of Pittsburgh Law School, the University of San Diego Department of Political Science, and the Department of Justice Advocacy Institute. He currently co-teaches The Supreme Court of the United States at UCLA. Recognized for writing regularly on various legal and political issues for The New York Times, the Los Angeles Times and CNN, he also makes frequent appearances as a commentator on MSNBC and other outlets, has contributed multiple articles to peer-reviewed law journals on such topics as constitutional law, criminal law and federalism, and has been a frequent speaker at various legal conferences. Mr. Litman was also a writer on the television show "Without a Trace," a drama that aired on CBS between 2002 and 2009.

A longstanding member of the Pennsylvania, California and D.C. Bars, Mr. Litman has been admitted to the California and Pennsylvania Bar Associations, the Seventh, Ninth and D.C. Circuits of the U.S. Court of Appeals, the Southern District of the U.S. District Court of Texas, the Eastern and Western Districts of the U.S. District Court of Pennsylvania, the Eastern District of the U.S. District Court of Virginia and the Supreme Court of the United States. Married to his wife Julie Roskies with three children, Mr. Litman has been listed in Best Lawyers in America for Commercial Litigation, White Collar Criminal Defense and Qui Tam Law.
