With more than 40 years of industry experience to her credit, Dr. Bailar is currently retired, having most recently worked for the National Opinion Research Center at the University of Chicago as senior vice president for survey research from 1995 to 2001. Prior to this appointment, she held the position of executive director for the American Statistical Association from 1988 to 1995.

Previously, she served the U.S. Census Bureau as an associate director for statistical standards and methodology from 1979 to 1988 and chief of the Center for Research Measurement Methods from 1973 to 1979. Dr. Bailar began her career with the U.S. Census Bureau in 1958, eventually resigning after 30 years following a disagreement with their undercounting of under-represented groups.

Before embarking on her professional path, Dr. Bailar pursued an education at the University at Albany, earning a Bachelor of Arts in mathematics in 1956. She continued her academic efforts with a Master of Science in statistics at Virginia Polytechnic Institute and State University in 1965. Dr. Bailar concluded her studies at American University in 1972, graduating with a Doctor of Philosophy in statistics.

Beyond her responsibilities within the field, Dr. Bailar has participated in numerous endeavors outside of her professional circles. From 1972 to 1987, she was the head of the department of mathematics and statistics for the Graduate School USA. During this time, she contributed to George Washington University as an instructor from 1984 to 1985. She was subsequently active on the board of directors for Harbour Square as president from 1988 to 1989. Dr. Bailar found success with her written works as well, having contributed many articles and chapters to esteemed publications.

In addition to her primary trade, Dr. Bailar remains affiliated with various organizations in relation to her areas of expertise. She has maintained involvement with the International Statistical Institute as the President's invited speaker in 1983 and as vice president from 1993 to 1995. She also held the position of president for the American Statistical Association in 1987 and the International Association of Survey Statisticians from 1989 to 1991. Furthermore, Dr. Bailar was a member of the Cosmos Club and the American Association for the Advancement of Science, the latter of which she served as the chair of the statistics section from 1984 to 1985.

In light of her exceptional undertakings, Dr. Bailar has accrued several accolades and honors throughout her impressive career. She has been recognized as a fellow of the American Statistical Association. She has also been presented with the Silver Medal from the U.S. Department of Commerce in 1980. Likewise, Dr. Bailar was selected for inclusion in many editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the East, Who's Who in the Midwest, Who's Who in the West and Who's Who of American Women.
