Alfred Chilton Bishop Jr., Esq. served as a branch chief in the Office of Chief Counsel of the Internal Revenue Service in Washington, D.C. for over 30 years.

Retiring as a tax attorney in 2011, Mr. Bishop served as a branch chief in the Office of Chief Counsel of the Internal Revenue Service in Washington, D.C. for over 30 years. His branch chief experience began in March of 1981 as branch chief of Branch 2 of the Tax Court Litigation Division (later becoming the Tax Litigation Division) until 1998. That branch coordinated all corporate tax litigation issues. In August of 1998 he became branch chief of Branch 1 of the Corporate Division (which handled corporate tax rulings and some regulation projects). In September of 1999, he became branch chief of Branch2 of the Advance Pricing Agreement Program, in the International Division of the Office of Chief Counsel. In July of 2000 he became the branch chief of Branch 6 of the Corporate Tax Division of the Office of Chief Counsel until his retirement.

Prior to becoming a branch chief, he served as a senior technician reviewer, after serving as a senior trial attorney, all in the Office of Chief Counsel of the Internal Revenue Service. Prior to his work at the Internal Revenue Service, Mr. Bishop was an associate for Shearman and Sterling in New York City from 1969 to 1970.

While employed with the Internal Revenue Service, Mr. Bishop had the opportunity of lecturing to personnel in the Office of Chief Counsel of the Internal Revenue Service around the United States including Appeals personnel, during a time when the organization was focusing on large cases. Putting together a small team that would work on corporate tax and consolidated returns issues, it was a very rewarding time in his career. Although Mr. Bishop wasn't a very good public speaker when he first took on the responsibility, he learned to love it as he became more confident in his work.

Mr. Bishop is the author of "In the Aftermath of the Repeal of General Utilities by TRA 86: Some Reflections on Mirrors and Their Progeny" in 1988 and was a contributor to the "1988 Wisconsin Bench and Bar Conference Volume I." He holds a Bachelor of Arts with distinction earned in 1965 and a Bachelor of Laws earned in 1969 from the University of Virginia, as well as a Master of Laws in taxation from Georgetown University in 1974. Mr. Bishop was the recipient of an American Jurisprudence Award in 1968 while pursuing his law degree.

A longtime member of the International Legal Honor Society of Phi Delta Phi, Mr. Bishop was a director, president and vice president of the Senior Executive Service Candidate Network during the early 1980s. Locally, he has served for a number of years as a board member for his local homeowners' association, Portofino Shores, in Fort Pierce, Fla. Mr. Bishop is currently active at his local church, and enjoys travel, genealogy and golf in retirement.

Showcased in more than 35 editions of Who's Who, including Who's Who in America, Who's Who in American Law and Who's Who in American Politics, Mr. Bishop was born in Alexandria, Va. He has been married to his wife Barbara Jean Bishop since 2010 and has one son, Alfred Chilton III. Notably, Mr. Bishop's ancestors were Puritans who came to the U.S. in 1639 to escape English persecution.
