Dr. Bass is a retired electrical engineer and educator of 30 years who both practiced in the field and taught in academia. First earning a Bachelor of Science in Electrical Engineering at Purdue University in 1966, he would later garner a Master of Science in Electrical Engineering and a Doctor of Philosophy in Electrical Engineering in 1968 and 1971, respectively. Following these accomplishments, he immediately began teaching and engaging in research at Purdue, one of the top 10 schools in electrical engineering in the US, where he remained for 17 years.

In 1988, Dr. Bass accepted an opportunity to join the faculty at George Mason University in Fairfax, Virginia, where he taught and carried out research in both electrical and computer engineering while simultaneously serving as Principal Engineer at the Mitre Corporation in McLean, Virginia. In 1991 he accepted an invitation to be the founding chairman of the Department of Computer Science and Engineering at the University of Notre Dame. He held this position for nine years and then retired from the University in 2001.

During his engineering career, Dr. Bass did consultant work for various organizations, including the Magnavox Company, the U.S. Air Force School of Aerospace Medicine and the Tektronix Corporation. He was elected fellow of the Institute of Electrical and Electronics Engineers and served two terms as Vice President of Publications of the Institute's Circuits and System Society. He has contributed more than 25 articles to academic journals and more than 35 papers to scientific conferences. Also, Dr. Bass holds three U.S. and six foreign patents in the field of digital signal processing, and has been the recipient of multiple grants from the National Science Foundation, the U.S. Air Force, IBM, and other organizations.

In 2005, Dr. Bass co-founded St. John Condos, LLC in the U.S. Virgin Islands. He and his business partners rent condominiums/villas located on the Westin St. John Resort, the most popular resort on the island of St. John. He taught introductory theology at Our Lady of Mount Carmel Catholic Church in 2015-16 and introductory Canon Law during 2017-2019. In 1985-1987 he served as an Emergency Medical Technician and also Rescue Officer for the Stockwell (Indiana) Volunteer Fire Department. In light of his accomplishments, Dr. Bass has been cited in approximately 40 editions of Who's Who, including Who's Who in America, Who's Who in Science and Engineering and Who's Who in the Midwest.
