Dr. Cebula has been the Billy J. Walker and Wells Fargo Endowed Chair of Finance of the Davis College of Business at Jacksonville University since 2010. He began his teaching career as an assistant professor at Ohio University in Athens, OH, from 1971 to 1973. He then relocated to Georgia to work at Emory University in Atlanta as an assistant professor, ascending the ranks to a full professor by 1980. Following this, he worked as a professor in economics at the Georgia Institute of Technology from 1992 to 1999, and then became the Shirley and Philip Solomons Eminent Scholar Chair in Economics at Georgia Southern University, formerly known as Armstrong Atlantic State University, from 1999 to 2010. In addition to these roles, he received the honors of recognition as Research Fellow in 2000, as Teaching Fellow, in 2004, as Service Fellow in 2003, and as Fellow of the AEF in 2014 from the Academy of Economics and Finance.

Dr. Cebula chose to be a professor because his uncle was a chemist and professor. He had spent two weeks with his uncle going to the office with him, and got to see him conducting research and the way he interacted with his students. He began his education at Fordham University, earning a Bachelor of Arts in 1966. He then received a Master of Arts from the University of Georgia in 1968, and went on to obtain a Doctor of Philosophy from Georgia State University in 1971. After graduating, he served as an economic advisor to U.S. Congressman Elliott Levitas in Washington, DC, from 1974 to 1984. He then served as an economic advisor to the Federal Reserve Bank of Atlanta in 1984 and to U.S. Senator Sam Nunn in Washington, DC, in 1995. He is past President of the Academy of Economics and Finance, the Mid-Continent Regional Science Association, and the Southern Regional Science Association. He has also served in a number of board member positions for organizations such as the Academy of Economics and Finance, the North American Economics and Finance Association and the American Economic Association.

Dr. Cebula has been editor, associate editor and editorial board member of the Annals of Regional Science, International Advances in Economic Research, the Journal of Economics and Finance, and the American Journal of Economics and Sociology, among many others. He has also authored 15 books and has contributed more than 550 articles to scholarly journals. In 2007, he received the Kenneth G. Elzinga Award for Distinguished Teaching, which was based in part on his publishing of two to three dozen professional journals with his undergraduate students. To date, he has co-authored 58 articles with his students. He was also awarded a Citation of Excellence from ANBAR Electronic Intelligence in the United Kingdom in 1996. He is listed in several editions of Who's Who in America, Who's Who in Science and Engineering, and Who's Who in Economics: Biographical Dictionary of the 1,500 Major Economists Since 1700.
