Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Now an accomplished social studies educator, Dr. Toepper's success has been largely inspired by teachers he had at a formative age and the encouragement he received to pursue a vocation within the Lutheran Church-Missouri Synod. From there, he became an assistant professor at Concordia College New York in Bronxville, NY, from 1976 to 1978 and associate to full professor of education and economics at Concordia University Chicago in River Forest, IL, where he taught from 1978 until his retirement in 2003 where he notably completed four accreditation reports. Notably, he has also dedicated time as coordinator of secondary social studies accreditation for the National Council for the Accreditation of Teacher Education for the National Council for the Social Studies.

Due to his accomplishments in the field of education, Dr. Toepper was honored with the Gross Faculty Study Award and the Faculty Research Award at Concordia University in 1993.
