Judge Musto was a judge with the Courts of Common Pleas of Pennsylvania from 2008 to 2010, and was a judge of the Court of Common Pleas of Luzerne County from 1993 to 1994. Prior to his latest position, he was the principal lawyer of his own firm, the Law Offices of Joseph J. Musto, from 2007 to 2008 and of his shared firm, Musto & Saunders, in Plymouth, PA, from 1997 to 2007. He was also previously a partner at a variety of local firms that include Hourigan, Kluger, Spohrer & Quinn from 1994 to 1997, Rosenn, Jenkins & Greenwald from 1990 to 1993, Griffith, Aponick & Musto from 1975 to 1990, Griffith, Darling, Mitchell, Aponick & Musto from 1973 to 1975, and Bedford, Waller, Griffith, Darling & Mitchell from 1969 to 1973, all located in Wilkes-Barre, PA. In addition, he was an assistant district attorney in Philadelphia from 1968 to 1969.

Judge Musto earned a Bachelor of Arts from King's College in Wilkes-Barre in 1965. He went on to receive a Doctor of Jurisprudence from the Dickinson School of Law at Pennsylvania State University in 1968. That same year, he was admitted to practice in the state of Pennsylvania and before the Third Circuit of the U.S. Court of Appeals. He was later admitted to practice before the U.S. District Court for the Middle District of Pennsylvania in 1971. In conjunction with his professional roles, he has also served as an arbitrator-mediator since 1994 and as a solicitor of numerous boroughs, including the Duryea Borough from 1975 to 1980, the Pittston Area School District from 1973 to 1993, and the Yatesville Borough from 1973 to 1980. In addition, he has fulfilled several civic duties, such as being part of the Prison Christian Growth Group since 1998 and the Civil Justice Reform Act Advisory Committee for the Federal District Court of Pennsylvania from 1991 to 1995, among others.

Judge Musto has been a member of a number of law-related organizations that include the Wilkes-Barre Law and Library Association, the Pennsylvania Bar Association, and the Central Pennsylvania chapter of the Federal Bar Association. He is very proud of the work he has done, and considers his service as a judge to be the highest honor he could have received in his professional career. He is listed in several editions of Who's Who in America, Who's Who in American Law, Who's Who in the East, and Who's Who in the World.
