Since 2011, Dr. Stenner has been a toxicology and emergency response consultant for Emergency Response Technology Integration Center (ERTIC), LLC. He previously retired from full-time work as a toxicologist and research engineer for Pacific Northwest National Laboratory from 1984 to 2011. Formerly, he spent years serving Pacific Gas and Electric Company as a chemical and radiation protection engineer from 1981 to 1984 and the environmental division for the state of Idaho as an environmental engineering specialist and air release hazmat responder from 1977 to 1981. Dr. Stenner began his career as an environmental engineer and emergency release responder with Gaston County Air Pollution Control in Gastonia, N.C. between 1973 and 1977.
Serving as a member of the technology team for the Center for Risk Excellence with the Department of Energy since 1998 and as the president and chairman of the board of Stenner Engineering Applications (SEA), Inc. since 1999, Dr. Stenner has also been active with numerous other organizations during his tenure. Notably, he served as a tech lead and member of the technology group for the Exposure to Dose-Environmental Health Initiative and as a member of the audit team for the Assurance Program for Remedial Action. Dr. Stenner also taught as an adjunct professor of environmental science and regional planning at Washington State University for several years.
Dr. Stenner is a longtime member of the Society of Toxicology, the Pacific Northwest Association of Toxicologists and the Society of Risk Analysis. He is a member and former chairman of the homeland security-emergency preparedness subcommittee of the American Society for Testing and Materials. During his career, he also contributed multiple articles to various professional journals and contributed to several emergency response standards. In 2017, Dr. Stenner released his autobiography, "An Amazing Journey: Autobiography – Faith Story."
Locally, Dr. Stenner spent time on the board of the Ingalls Creek Enrichment Center and as a youth program counselor for several United Methodist Churches. He has also held the posts of volunteer with the American Red Cross and board of directors' chair for the Pacific Northwest Cross Connection Youth Mission. Furthermore, Dr. Stenner served as a hazmat team leader for the DHS Regional Technology Integration Initiative in the Seattle and Cincinnati regions.
Dr. Stenner received a Merit Award from the Menomonie Chamber of Commerce in 1970. Furthermore, he has completed the Department of Energy Advance Education Program in 1990. Dr. Stenner has been showcased in more than 25 editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the West and Who's Who in the World.
Born in Fennimore, Wis., Dr. Stenner attended public school, was a member of the Boy Scouts of America and regularly attended Sunday school. During his high school years, he was very active in sports, played football, basketball, baseball and ran track. He also played multiple musical instruments, including the tuba, baritone and trumpet. Meeting his future wife, Dr. Stenner later married Vicki S. Muller in June 1965 while living in La Crosse, Wisconsin.
Soon after, Dr. Stenner attended and graduated from the University of Wisconsin with a Bachelor of Science in power mechanics with honors in 1970. He later earned a Master of Science in nuclear engineering at Idaho State University in 1981 and a Doctor of Philosophy in toxicology at Washington State University in 1996. Likewise, Dr. Stenner received an AEP, which enabled him to earn his doctorate for free.
