With 33 years of professional experience, Ms. Keating retired in 2008, having been Assistant General Counsel with the Kentucky Department of Education since 1992. Prior to obtaining this role, she was an Assistant Attorney General for the state of Kentucky from 1989 to 1992, having been legal counsel for the Department of Personnel, now the Personnel Cabinet, from 1983 to 1989. Ms. Keating served as a child abuse specialist with the Cabinet for Human Resources from 1979 to 1980. From 1975 to 1979, she was a chief medical social worker for the University of Kentucky Medical Center, and from 1974 to 1975, she was a medical social worker with the Women and Infants Hospital of Rhode Island. Earlier in her career, Ms. Keating was an outpatient therapist and medical social work consultant for the Aroostook Mental Health Center in Ft. Kent, ME, from 1972 to 1974, and a caseworker for Family and Children's Services for Cobb County, GA, from 1968 to 1969.

Ms. Keating was inspired to pursue a career in human services when she encountered extreme poverty as a teenager in Peru. She studied at the College of William and Mary, obtaining a Bachelor of Arts in 1968, attended the Monterrey Institute of Technology and Higher Education in Mexico in the summer of 1965, and she completed one year abroad in France with the Hamilton College Program. In 1969 and 1970, she completed coursework at the University of Calgary. In 1972, Ms. Keating completed a Master of Social Work with the University of Minnesota, subsequently earning a Doctor of Jurisprudence with the University of Kentucky in 1983.

A respected voice in her community, Ms. Keating is affiliated with numerous organizations in relation to her areas of expertise. She has been a member of the Kentucky Bar Association, the State Government Bar Association, the American Association of University Women, and the Scandinavian Heritage Society of Kentucky. She is an active member of Second Presbyterian Church in her community. Throughout her career, Ms. Keating has been recognized for her contributions, including as a grantee of the National Institute of Mental Health. She has been featured in numerous honors publications, including multiple editions of Who's Who in American Law and Who's Who of Emerging Leaders in America.
