Donald Merle Maclay was commissioned as a Foreign Service officer with the U.S. Department of State in 1961.

After spending eight years in the U.S. Foreign Service, Mr. Maclay left the Foreign Service to return to something that was a bit more closely related to the law in which he was trained. Becoming an administrator for continuing education for lawyers with the American Law Institute in Philadelphia, he ultimately retired in 1999. Mr. Maclay devoted a total of 30 years with the organization, beginning in 1969 as a director of courses of study with the American Law Institute-American Bar Association Committee on continuing professional education and then as the deputy executive director beginning in 1987.

Motivated in different ways by three active lawyers who were drafted into the Army at the same time Mr. Maclay decided to attend law school, not with any commitment to practice law, but instead because he knew it would open doors and create career opportunities for him.

Mr. Maclay has held a Bachelor of Arts, magna cum laude, from Grove City College since 1956 and a Bachelor of Laws from the University of Pennsylvania since 1961. He has since been admitted to the bar in the District of Columbia and Pennsylvania. He served in active duty in the U.S. Army between 1956 and 1958 before being honorably discharged in 1962. He was commissioned as a Foreign Service officer with the U.S. Department of State in 1961.

Recognized for his achievements, Mr. Maclay has been included in close to 40 editions of Who's Who. Cited in every edition of Who's Who in America since 1987, he has also been featured in many more editions of Who's Who in American Law and Who's Who in the World. Born in Belleville, PA, Mr. Maclay later married Nancy Margaret Hixenbaugh in 1958 and had two children.
