As a senior counsel for Perkins Coie in Seattle, Mr. Bringman is a tenured attorney with more than three decades practicing in Washington State and federal courts, at both the trial and appellate levels. His area of focus is commercial litigation, with an emphasis on defense of claims under federal and state securities laws, corporate governance litigation arising out of corporate mergers, and other litigation concerning director and officer liability issues. Mr. Bringman also has extensive litigation experience pursuing coverage under insurance policies and fidelity bonds, defending against claims under the federal False Claims Act, and defending against professional liability claims. In addition to his commercial litigation practice, Mr. Bringman has dedicated many hours to pro bono work, with the greatest proportion of his pro bono time devoted to the representation of prisoners, including in cases that have sought to vindicate the rights of incarcerated persons to live in a smoke-free cellblock, to receive and send mail free of unconstitutional censorship and other restrictions, and to receive essential medical and dental care.
Hired at the Perkins Coie firm in 1985 as an associate attorney, Mr. Bringman has served as senior counsel since 1992 (between 1992 and 2013 the "senior counsel" position was called "of counsel"). From 1983 to 1985, prior to joining Perkins Coie, Mr. Bringman was an acting assistant professor at the University of Washington School of Law in Seattle, where he taught basic legal skills to first-year law students.
In addition to his legal practice, Mr. Bringman has filled various administrative roles at Perkins Coie, most recently as administrator and editor of the firm's Seattle-office litigation forms database and as a member of the firm's pro bono, paralegal evaluation, and library committees. In addition, Mr. Bringman is a past member and chair of the firm's associate training committee. Mr. Bringman authored the "Federal Trial Practice" subchapter of the "Washington Lawyer's Practice Manual" in 2002 and 2003, and again in 2010 and 2011. In addition, Mr. Bringman regularly writes short expositions, posted on the Perkins Coie website, regarding new developments in securities and corporate governance litigation. He also writes occasional pieces for the local bar's newspaper concerning topics as varied as the federal securities law's safe-harbor for forward-looking statements and the "proper," classical pronunciation of Latin words and phrases commonly used in the practice of law.
Mr. Bringman served a one-year term as president of the King County Bar Association (KCBA) from July 2011 through June 2012. During his term, Mr. Bringman advocated for repeal of the death penalty in Washington, reform of Washington's initiative and referendum system, construction of a new Children and Family Justice Center to replace King County's aging and dilapidated Juvenile Court facility, the passage of sensible gun control legislation, and increased state spending for access-to-justice programs and activities. Mr. Bringman also oversaw the institution of a new public policy committee and a reconfigured diversity committee, and the reinstitution of a judicial conferencing program through which committee members meet informally with superior court judges to provide them feedback and recommendations, derived from interviews with lawyers who appeared before those judges, regarding their performance on the bench.
In addition to his term as president, Mr. Bringman has served the King County Bar Association as vice president and secretary, as a member of its board of trustees, as the chair of its fair campaign practices committee, and as a member of many other committees, including its membership committee, judiciary and litigation committee, judicial candidate evaluation committee, judicial conferencing committee, and judicial officer survey committee. During and immediately following his term as KCBA president, Mr. Bringman served on the steering committee for 2012's successful King County Proposition 1 campaign, through which voters approved new taxes to fund construction of the proposed Children and Family Justice Center.
In addition to ongoing work with the King County Bar Association, Mr. Bringman is a long-time member of the local rules committee of the Federal Bar Association of the Western District of Washington. Since mid-2014, he also has been a trustee of the Public Law Library of King County, serving as board president since January 2017. From 1990 to 1996, he was one of the founding directors of the Perkins Coie Community Fellowship program, which allows selected associates to devote up to six months of full-time efforts to working for a community organization on a significant public service project. In addition, for many years Mr. Bringman has been a class agent for the Yale Alumni Fund, a member of the Yale Alumni Schools Committee (which interviews applicants to Yale College), and coordinator for and trainer of lectors at St. Catherine of Siena Parish in Seattle.
Mr. Bringman is admitted to practice law in the states of New York and Washington, the United States District Courts for the Western District of Washington and the Eastern District of Washington, the United States Courts of Appeals for the Ninth Circuit and the Federal Circuit, and the United States Supreme Court. He is a recipient of the 2006 President's Award from the King County Bar Association, has an AV Peer-Review Rating from Martindale-Hubbell, is an elected Fellow of the American Bar Foundation, and has been showcased in more than 40 editions of Who's Who in America, Who's Who in American Law, Who's Who in the West, and Who's Who in the World.
Mr. Bringman obtained a Doctor of Jurisprudence (J.D.) degree from Stanford University in 1983, where he served in several editorial positions for the Stanford Journal of International Law, including as a managing editor during his third year. He earned a Bachelor of Arts (B.A.) degree from Yale University in 1980, where he majored in Political Science, graduating magna cum laude and with distinction in the major. While at Yale, Mr. Bringman chaired the Student Energy Conservation Advisory Committee for two years and served as business manager for the first edition of a new guide for freshmen and, on graduation day, received the Pro Bono Publico Award from the master and dean of Trumbull College in recognition of his contributions to the overall well-being of his residential college. Married to the former Laurie L. Cunningham, Mr. Bringman has one son and one daughter.
