In 2006, Ms. Rutkowski retired from her teaching position at the Jersey City Board of Education in Jersey City, NJ, where she had been working since 1968. Alongside this role, she was the head teacher at the Extended Day Primary Center from 1981 to 1990. Two years prior, she was a member of the All-Day Kindergarten Pilot. She was also a member of the Jersey City Board of Education Curriculum Development. Likewise, she additionally served as a curriculum assistant at Jersey City State College, now known as New Jersey City University.

The highlight of Ms. Rutkowski's career was the moment she got unexpected recognition for her teaching. She was proctoring an exam with another teacher who was explaining that she was inspired to become a teacher because of a teacher she had 30 years ago. Ms. Rutkowski was that teacher, but the former student failed to realize because her name had changed since then.

Ms. Rutkowski began her academic pursuits at New Jersey City University, where she earned a Bachelor of Arts in early education in 1968. Later, she pursued postgraduate coursework at the same university in 1979. In addition to this, she became certified as a teacher of the disabled in 1977.

Through Ms. Rutkowski grew up as an only child, she spent a great deal of her childhood helping younger siblings of friends with homework or bike-riding. From an early age, she decided to pursue education. While in college, she spent additional time babysitting as there was always a child she knew who was in need of help in some way.

Ms. Rutkowski's civic involvement has been extensive throughout the years. She was the treasurer at the Bayonne Special Education PTO from 1979 to 1980, a parent effectiveness training group leader from 1978 to 1979, a publicity secretary for the Early Help Pre-School Parent Association from 1979 to 1981, second vice president of the Hudson Arc Unit in 1990, and on the board of directors at the Hudson Unit at Hudson Milestones since 1983.

In 1979, Ms. Rutkowski was a member of the New Jersey Down Syndrome Association. Since 1976, she has been a member of the Arc of the United States. She was the president of the board of directors with Hudson Milestones from 2012 to 2014. Additionally, she has been the activities coordinator for the Our Lady of Mercy Seniors and involved with Jersey City Police Department where she has been assisting the coordinating of their annual fishing outing for the disabled since 1985.

Throughout the years, Ms. Rutkowski's many accomplishments have been acknowledged in the form of awards such as the Volunteer of the Year LaGreca Award from Hudson Milestones in 2013. In 2005, she was named Teacher of the Year in PS34 by the Jersey City Board of Education.
