William Kroener Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

With over 45 years of practice, Mr. Kroener is Senior Counsel at the international law firm Sullivan & Cromwell LLP, based in the D.C. and Los Angeles offices of the firm. Mr. Kroener received his undergraduate degree from Yale and law and business degrees from Stanford. He then joined the law firm of Davis Polk & Wardwell in New York City. Early in his career he was also based in that firm's London office (1974-75). During the period 1979-94 Mr. Kroener was a partner of Davis Polk based in New York City and Washington, D.C. He represented over 30 major U.S., European and Asian commercial banking institutions, many of them among the world's largest, in the establishment of offices, implementation of financing programs, acquisitions and expansion of activities in the United States and overseas. During this period he was also a director of Mitsubishi Capital, Mitsubishi Bank Trust Company of New York, and IndoSuez & Partners Properties in North America.

In 1995 Mr. Kroener accepted an appointment to become the General Counsel of the Federal Deposit Insurance Corporation (FDIC) and commenced full time public service. In that capacity he advised the FDIC Board on all matters and headed the FDIC Legal Division, initially supervising almost 1300 in-house lawyers (including those at the Resolution Trust Corporation (RTC) as it integrated into the FDIC), over 40,000 legal matters, hundreds of FDIC and RTC receiverships and with an annual outside counsel budget of almost $500 million. He also served on and chaired the Legal Advisory Committee of the Federal Financial Institutions Examination Council (FFIEC) and was on the board of the FDIC Corporate University. Mr. Kroener was General Counsel of the FDIC for over a decade for six different FDIC Chairmen (three from each party) and is the longest tenured General Counsel in FDIC history. He resigned as FDIC General Counsel and in early 2006 joined Sullivan & Cromwell LLP as Counsel. From 2007 to 2012 he also served as a member of the Regulatory Appeals Committee of the Dubai Financial Services Authority.

Mr. Kroener has served on the banking law committees of the American Bar Association, the New York City Bar Association, and other bar associations, served as Co-Chair of the American Bar Association Presidential Task Force on Financial Markets Regulatory Reform (2008-12), as Chair of the Banking Law Committee of the ABA Business Law Section (2012-14), and on the Council of the ABA Business Law Section (2014-18). He is a recipient of the Frank Simpson award for his service to the ABA Banking Law Committee. He has also served on the Financial Institutions Committee of the California State Bar and as part of the Resolutions Project Group at the Hoover Institution at Stanford.

Mr. Kroener has spoken and written extensively on financial regulatory topics and authored chapters on resolutions and receiverships in a series of books published by the Hoover Institution. He has also taught over the years as an adjunct professor at Stanford, George Washington and American University law schools and for many years (2012-18) was on the editorial board of The Business Lawyer. He is a life member of the American Law Institute and has participated in a number of its consultative groups.

Mr. Kroener's civic activities have included the Stanford Law School's Board of Visitors and National Chair of the Stanford Law Fund as well as memberships on the Governing Board of St. Albans School in Washington, D.C., on the Finance Committee of the Washington National Cathedral, and on the Board of the Kenwood Citizens Association (as well as serving as its General Counsel). In recent years he has been involved in organizing the Association of FDIC Alumni (AFDICA) and, pursuing a long-term interest in historic preservation, now serves on the board of Preserve OC in Orange County, California. He has also been a leader of the congregation of St. James the Great (Episcopal) Church in Newport Beach, California, and as a result developed expertise in canon law.
