A successful attorney with more than 45 years of experience, Mr. Baller has been focusing on legal issues posed by advanced communications networks for the past 25 years. He began to work in this field in 1993, when he represented the American Public Power Association in various rulemakings that the Federal Communications Commission had launched to implement the Cable Act Amendments of 1992. Since that time, he has worked on a variety of policy issues in Washington and on a broad range of site-specific communications projects in more than 40 states. Mr. Baller has also been involved in dozens of legislative and court battles in which the major telephone and cable companies have sought to derail or delay competition from community-led communications initiatives.

A senior principal at Baller Stokes & Lide, P.C. since 1994, Mr. Baller also serves as president for the Coalition for Local Internet Choice. Previously, he was the founder and president of the US Broadband Coalition, a consortium of more than 160 prominent organizations of all kinds that promoted the development of a national broadband strategy for the United States and recommended the framework that the Federal Communications Commission used in its National Broadband Plan.

Mr. Baller began his career as an associate at Covington and Burling in 1972. In 1979, he formed his own private practice, Baller & Downey. In 1983, he established Baller Hammett, P.C., which is known today as Baller Stokes & Lide, PC. Between 1979 and 1993, Mr. Baller and his partners primarily focused on energy and environmental matters. Since then, the firm has emphasized telecommunications matters.

Mr. Baller is a longstanding member of the American Bar Association, the National Association of Telecommunications Officers and Advisors, the Fiber Broadband Association (formerly the Fiber to the Home Association, and the Dartmouth Lawyers Association. During his career, he has been a frequent speaker and author on various communication matters, has participated in extensive interviews online, including features on National Public Radio and C-Span's "The Communicators." He has co-authored numerous articles for professional magazines on such topics of municipal broadband, broadband public-private partnerships, and more. Mr. Baller also regularly organizes and chairs the Broadband and Economic Development programs for Broadband Communities Magazine's national and regional conferences.

Mr. Baller has also been active in civic matters. For example, he was legal counsel and then chairman of the board of directors for Special Approaches to Juvenile Assistance, in Washington, D.C. He was also chairman of the board of directors of The Sun Foundation and a member of the board of directors of the D.C. Stoddert Soccer League.

Mr. Baller earned an undergraduate degree at Dartmouth College in 1969 and concluded his studies with a Doctor of Jurisprudence from Cornell University in 1972. He was subsequently admitted to practice by the Supreme Court of the United States, the U.S. Courts of Appeals for the Third, Fourth, Fifth, Sixth, Eighth, Eleventh, District of Columbia, and Federal Circuits, and the local courts of the District of Columbia.

Mr. Baller has been honored for his efforts many times. The Fiber to the Home Council (now the Fiber Broadband Association) has observed that Jim is "widely recognized as the nation's most experienced and knowledgeable attorney on public broadband matters." The National Association of Telecommunications Officers and Advisors named him its Member of the Year in 2001 and its Community Broadband Visionary of the Year in 2007. In 2009, Ars Technica included Jim in its list of the 25 "Top Names in Tech Policy" and FiberToday named him its "Person of the Year." In 2012, the Fiber to the Home Council presented him its prestigious Chairman's Award, "for his relentless promotion and pursuit of community broadband and of faster networks for everyone." In 2014, he received Southeast Association of Telecommunications Officers and Advisors' Community Broadband Advocacy Award for "beating back (two years in a row) anti-municipal broadband legislation in Georgia." Each year since 2016, he has been included in the Washington, D.C. Super Lawyers list and in American Registry's list of America's Most Honored Professionals (Top 1%). Mr. Baller has also been cited in numerous editions of Who's Who in America, Who's Who in American Law, Who's Who in the East, and Who's Who of Emerging Leaders in America.
