Mr. Pearl is the former Acting Deputy Assistant Secretary for Program Operations and Compliance with the U.S. Department of Housing and Urban Development (HUD), Office of Fair Housing and Equal Opportunity (FHEO), in Washington, DC. Retiring in 1998 after being employed with the government agency for nearly 40 years, he is an expert in both civil rights and fair housing. He was first hired by the Housing and Home Finance Agency (HUD's predecessor) in 1961 as an attorney-advisor. After being designated a charter member of the Senor Executive Service he led a number of offices in FHEO before ultimately becoming acting deputy. He was named a Meritorious Senior Executive in 1989.

Prior to working in government, Mr. Pearl was an associate attorney for Trammell, Rand & Nathan in Washington, DC, from 1960 to 1961 and a research associate at George Washington University in 1961. He is the former president of the HUD chapter of the Senior Executives Association, and former president of the Capitol Hill Restoration Society. He has served on the D.C. advisory committee to the U.S. Commission on Civil Rights from 2010 to 2018 and as chairman from 2012 to 2014. Mr. Pearl also co-authored "Survey: Fair Housing Laws: Design for Equal Opportunity" and "Community Development and Fair Housing: A Work Still in Progress."

Earning a Bachelor of Arts at Antioch College in 1955, Mr. Pearl undertook postgraduate studies at Harvard University between 1955 and 1956 on a Social Science Research Council fellowship, before going on to earn a Bachelor of Laws at Yale University in 1959. He has since been admitted to the bars of the District of Columbia and the Supreme Court of the United States. He is a longtime member of the American and DC Bar Associations. He has been showcased in every edition of Who's Who in America from 1999 to 2014 and in several editions of Who's Who in American Law and Who's Who in American Politics.

Born in Philadelphia, PA, Mr. Pearl is the son of commercial attorney Simon Pearl and Dorothy Lichtig Pearl. He married Ruth Switzer in December 1959. They divorced in April 1972 and he married Anne Womeldorf in December 1972. He has three children and two grandchildren.
