Born in the rural town of Bryan, TX, Dr. Burns attended public schools in the refinery town of Pasadena, TX. As she matured, she had to make a choice between a career in law or a career in education. But that didn't deter her – she decided she could do both because her mission is to make contributions behind the scenes doing research on education, focus solid research to develop an education plan, and develop young people to be informed spokespersons. She has a consulting firm focused on security evaluations for individuals schools.
Pursuing a formal education, Dr. Burns attended the University of Houston and graduated with a Bachelor of Science. She continued her studies at the University of Texas at Austin and earned a Master of Arts and a Doctor of Philosophy. Ultimately, she obtained a Doctor of Jurisprudence from St. Mary's University School of Law. Licensed by the State Bar of Texas since 1978, she is admitted to practice in the U.S. Supreme Court, Federal District Court in the Northern District of Texas and all Texas state courts. She qualified as a fellow of the College of the State Bar of Texas. She also holds lifetime certifications in Texas as a Professional School Administrator, Professional Supervisor of Instruction, Provisional Kindergarten Endorsement, and Provisional Secondary Vocational.
As a teacher, Dr. Burns used research-based teaching models for course design. She taught as an ad interim assistant professor in the department of education administration at Texas A&M University-Commerce College of Education in Commerce, TX. Similarly, she taught at Texas A&M University in College Station, TX as a visiting assistant professor in the department of management at the College of Business Administration and as a visiting lecturer in the department of educational administration at the College of Education.
Also in Texas, Dr. Burns spent time as an instructional development assistant at the University of Texas Health Science Center in the Office of Educational Resources. At Texas Women's University College of Nutrition, Textiles, and Human Development, she found success as a student teacher supervisor in the department of home economics teacher education and an assistant professor in the departments of child development/family life and home economics teacher education. She served as a teaching assistant at the University of Texas at Austin College of Education in the department of curriculum and instruction as a part of the Laboratory Teaching Program.
Dr. Burns was a classroom teacher in the Austin Independent School District and a lecturer in the home economics department of Our Lady of the Lake College. She is an MCLE-approved trainer for the State Bar of Texas. Moreover, she initiated and organized the first International Oil & Gas Transactions Conference presented by The University of Tulsa College of Law Division of continuing Education and the National Energy Law and Policy Institute in 1985.
Interviewed by the Fort Worth Star Telegram in 2002, Dr. Burns was also featured in the Houston Post's article "Warning for US Oil Firms Dealing with China" in 1984. She is the author of "Collaboration: Pending Legislation in Texas," "Collecting Data… by the sea," "Protecting your land and water in a sales/lease agreement," "Public school services for home schoolers with disabilities," and "Training manual: A collaborative approach to family law in Texas." She also wrote "Country profile of The People's Republic of China," "Training and technology transfer in China," "When training is the law," "The new copyright law and the home economics teacher," and "The relationship of pupil self-concept to teacher-pupil dyadic interaction in kindergarten." She spent most of her legal career in the oil & gas industry including working in the North Sea.
Aside from her primary endeavors, Dr. Burns spent time as a grant reviewer for the Texas Education Agency, an assessment researcher for the Texas A&M University System. She also applied for and received a mini grant through the office of graduate studies and research at Texas A&M University-Commerce. Moreover, she acted as a grant evaluator for the Region XX Education Service Center on No Child Left Behind and a grant co-coordinator for the Region XIII Education Service Center.
Through her roles in law, Dr. Burns focuses her attorney work on complex property in collaborative divorce, probate, and ad litem court appointments. In 1979, she was a clerk with the Texas Senate State Affairs Committee and in the year before she was a legislative aide for The Honorable William Moore, Dean of the Texas Senate. She has a prior AV rating with Martindale-Hubbell and excelled in other roles as mediator, ad litem, and arbitrator.
Dr. Burns was affiliated with the El Camino Real de los Tejas National Historic Trail organizational task force and was a board member of the Learning Disabilities Association of Texas at Austin. Dr. Burns gives her time to The Alamo beginning in the mid 1980s up until the present. She served as a panel moderator for the Learning Disabilities Association of Texas and symposium faculty with the Consortium for Appropriate Dispute Resolution in Special Education. Furthermore, she was a presenter at the Education Law Association Conference in 2005 and of TOMFRA's Raidford Stripling Award at Texas A&M University architecture banquet. Similarly, she was a co-presenter at the Education Law Association Conference in 2004 and the Learning Disabilities Association of Texas in 2004.
Lending her talent and knowledge to others, Dr. Burns has spoken at numerous events, including for the Learning Disabilities Association of Texas, the Dallas Bar Association-ADR, the Texas A&M University System, the Groundwater Conservation District Seminar at the Bush Library, the State Bar of Texas, and the Wesleyan School of Law. Similarly, she gave numerous reports over the years to organizations such as the Texas Old Missions and Forts Restoration Association in San Antonio, the Daughters of the Republic, and the Daughters of the American Revolution. Outside of these roles, she has completed pro bono work, acted as library representative at the Texas A&M University-Commerce Library, and trainer for the Dallas Bar Association. She has served as a legal adviser for the Texas Old Missions & Forts Restoration Association.
For her excellence in the field, Dr. Burns has been recognized many times, earning features in Who's Who in American Law, Who's Who in American Education, Who's Who in Finance and Business, and Who's Who in America. She has earned recognition from the Dallas Bar Association as chair of the ADR section and from the Frisco Bar Association as past director and past ADR chair. Looking toward the future, Dr. Burns intends to experience continued success. She is the proud parent of one grown son, Scott.
