Carl Bornstein Honored for Excellence in the Law

Mr. Bornstein's career includes decades of experience in criminal law as a trial lawyer and over 35 years as a teacher of trial advocacy.



    NEW YORK, NY, January 10, 2019 /24-7PressRelease/ -- Carl Bornstein has been included in Marquis Who's Who. A prominent lawyer in the heart of New York City, Mr. Bornstein has built a career based on decades of integrity, expertise, and dedication to his clients. He has tried significant cases to verdict and conducted complex civil and criminal investigations throughout his career as a federal and state prosecutor, as an inspector general and in private practice. Among other matters, he has been trial counsel to public corporations and corporate officers in trademark and copyright infringement cases; to physicians and lawyers in professional disciplinary matters and to clients defending in RICO cases, criminal insurance fraud and tax fraud.

He also has developed substantial experience in organizing, assessing and managing compliance and integrity monitoring programs for businesses and government agencies. The range of his professional skills and managerial ability is reflected throughout his career as a practicing lawyer, as an entrepreneur, as an executive, and as a teacher.

A Brooklyn native, Mr. Bornstein was proud to serve as co-founder and Chief Operating Officer of the Fortress Monitoring Group JV ("FMG") which was appointed by and reported to the Inspector General of the Port Authority of New Jersey and New York to monitor the integrity of the $3+ billion construction of One World Trade Center. In this role, he managed FMG's investigations and monitoring to prevent and detect any racketeering, fraud or corruption during construction including procurement. FMG's purview was to oversee the operations of 50 prime contractors, the construction manager, and to assess the systems and internal controls used by those companies during the building of the tower.

Mr. Bornstein's experience in integrity monitoring includes having served as investigative counsel to the monitor appointed by the U. S. Department of Justice to oversee General Motors' compliance with its deferred prosecution agreement related to its recall of defective ignition switches. He also was senior investigative counsel and the draftsman for the monitor of a report to the SEC regarding a major bank's compliance with the Global Research Settlement Agreement. In another, he was co-counsel to the monitor of a team reporting to the California Superior court as part of a global review of Hewlett Packard's compliance with a court order governing the company's investigative techniques. And he participated as counsel on a team which conducted a study and assessment of the New York State Metropolitan Transportation Authority's procurement controls to build a compliance and ethics department. Mr. Bornstein was also appointed by the Mayor of Philadelphia to a Special Independent Advisory Commission to evaluate the operation of the City's Department of Licenses & Inspections. The Commission was formed by the Mayor after a building collapsed during demolition and fell onto an adjoining building killing six people and injuring 13.

Mr. Bornstein served as the inspector general of the New York City School Construction Authority where he was responsible for directing a staff of 47 including analysts, investigators, engineers and lawyers. He made corrective recommendations to the president and the board of the SCA related to integrity matters, safety compliance, major on-site accidents and construction deficiencies. He also oversaw the OIG's role in numerous joint investigations with the U. S. Attorney's Offices in both Manhattan and Brooklyn, with the New York County District Attorney's Office, and with the New York State Organized Crime Task Force.

Mr. Bornstein has an in-depth understanding of complex areas of criminal law having tried a number of jury trials to verdict. One of his more noteworthy cases involved the defense of a criminal tax fraud trial that lasted 11 weeks in the Southern District of New York. In this case, two lawyers were charged with artificial trading of $1 billion of unregistered futures. He started his career serving for over 12 years as an Assistant District Attorney, as a Special Attorney in the federal Organized Crime Strike Forces in both the Southern and Eastern Districts of New York. During that service he won convictions of several highly ranked organized crime figures. Thereafter, he served as the Executive Special Assistant Attorney General in the Office of the Special Prosecutor for Corruption in the NYC Criminal Justice System.

Further reflecting the range of his professional activity, Mr. Bornstein has contributed for over 35 years to the development of lawyers by teaching trial advocacy for the National Institute of Trial Advocacy, Northeast Region, and for students at the Hofstra University Law School He has also taught for over 10 years as an Adjunct Professor in the Master of Public Administration Oversight and Inspection Program of the John Jay College of Criminal Justice.
