Dr. Leland worked as a research aquatic biologist with the United States Geological Survey for nearly 30 years, retiring in 2004. Dr. Leland's research focused on trace metals and other commonly-enriched contaminants, their biological effects in fresh waters, species selection in aquatic communities and the biological integrity of rivers and lakes throughout the United States. Dr. Leland contributed, as senior-author, chapters to two books and 45 peer-reviewed professional science journal articles. From 1975 to 1992 he worked for the United States Geological Survey at their Menlo Park, CA location and from 1992-2004 at their Boulder, CO location.

During his many years with the United States Geological Survey, Dr. Leland most notably served as a project director for the National Water Quality Assessment Program, 1988-2004. A principal contributor to the success of the Program, which was conducted with the help of the Environmental Protection Agency, he and his co-workers were able to assess 70% of the surface waters and groundwaters of the United States. Dr. Leland not only earned the opportunity to participate at multiple national and international conferences, but was also able to communicate with other professionals about the program and this he found to be the most enjoyable aspect. Dr. Leland also served as the Research Advisor for Ecology in the United States Geological Survey for the years 1976-1979.

Dr. Leland was an Assistant Professor of Environmental Biology for seven years at the University of Illinois, 1968-1975. He was on the research committee for the Water Pollution Control Federation, 1973-1982. Dr. Leland was a founding member of the Society of Environmental Toxicology and Chemistry. He was a member of the Inter-agency Toxicity Evaluation Committee with the San Francisco Bay and Delta Governments, 1986-1990. Additionally, Dr. Leland is a longtime member of the Society of Freshwater Science and the International Society of Limnology.

Dr. Leland was recognized with an Outstanding Alumnus Award from the University of California at Riverside in 2002. He was also presented with Special Achievement Awards from the United States Geological Survey in 1979 and 1991. Dr. Leland has been further featured in the 64th and 65th editions of Who's Who in America and the 11th and 12th editions of Who's Who in Science and Engineering.

Dr. Leland earned a Bachelor of Arts in Zoology at the University of California at Riverside in 1959 and a Master of Arts in Zoology from Southern Illinois University at Carbondale in 1964. Dr. Leland graduated with a Doctor of Philosophy in Natural Resources from the University of Michigan in 1968.
