M. Scott Downing Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

    BERKELEY HEIGHTS, NJ, January 29, 2019 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present M. Scott Downing with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Mr. Downing celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Mr. Downing served in the U. S. Army for 2+ years (1967-1969) during the Viet Nam Conflict, rising to the rank of sergeant. He then excelled in the field of budget analysis for many years, starting with the U.S. Bureau of the Census from 1966 to 1967. During 1968 and 1969 he was stationed, for rations and quarters, at Camp Zama, Japan where he taught American History for the University of Maryland Extension Service. Over the years, he lent his considerable expertise to the U.S. Food and Nutrition Service as a budget analyst, the U.S. Department of State as a budget systems analyst, the Federal Energy Administration, during the Arab Oil Embargo, as chief of budget execution, a magazine columnist for the largest commercial magazine serving federal, state, and local government employees, the Department of Energy as a budget analyst, and the General Services Administration as a budget systems analyst. Additionally, he has forayed into other fields as a voiceover artist as 'Say It Again, Scott' and a women's necklace designer.

Alongside his primary endeavors, Mr. Downing presented at the International APL Conference in Heidelberg, Germany, in 1982, having also been involved with the Civil Service Commission's Executive Seminar Center in Oak Ridge, TN in 1975. He was additionally a guest instructor at the Federal Regional Councils between 1974 and 1977.

An expert in his field, Mr. Downing holds a Bachelor of Arts from Phillips University and a Master of Arts degree from the University of Oklahoma, where he was the first person to receive a MA in history with a minor in law. His thesis was the first one to be written in the field of judicial history. He has been board certified in information technology, disaster recovery, government financial management, office automation, and the Malcolm T. Baldridge quality awards. Mr. Downing is the first Federal Employee to be board certified as a Malcolm T. Baldridge certified quality examiner. In December of 1997 he was awarded the General Services Administration's Administrative Award for Quality.

With a plethora of knowledge at his disposal, Mr. Downing authored "The Tennessee Valley Authority and the Courts" in 1966 and "Dollars and Sense" in 1975.

During the course of his career, Mr. Downing designed and implemented the first interactive time sharing budget formulation execution system used in the Federal Government; he modified statistical techniques used in the agriculture industry to permit governmental financial analysts to make statistical financial projections; he developed, and implemented a system where by governmental units in different physical locations could prepare written annual requests that would appear seamless; and he developed the first desktop front end to the Office of Management and Budget's interactive schedule preparation system.
