With 55 years of professional experience, Mr. Burns has been a specialist in the instruction of computing at Sierra College in Rocklin, CA, since 1979, where he was also a professor of computer science. Prior to obtaining these roles, he was an instructor with Oregon State University from 1976 to 1979, operations manager at Applied Theory Associates from 1975 to 1976, and computer center director at Lewis and Clark College from 1969 to 1972. Earlier in his career, Mr. Burns was an assistant professor of mathematics at the Oregon Institute of Technology from 1967 to 1969 and a teacher of mathematics at Oregon City High School from 1963 to 1966. Alongside his primary endeavors, he was a programmer and director of Computer Information System in Eugene, OR, from 1974 to 1975. He co-authored 19 books and software for accounting and computer science from 1982 to 1990.

Mr. Burns began his career as a student at Portland State University, obtaining a Bachelor of Science in mathematics in 1963. He continued his studies at Rutgers, the State University of New Jersey, where he completed a Master of Arts in mathematics in 1967. He then joined the University of Oregon, earning a Master of Science in computer science in 1973.

A leading voice in his industry, Mr. Burns has been active with a number of professional organizations. He served as CCA Treasurer from 1992 to 1996 and served on the CTA Educational Council from 1997 to 2003. He is a member of the Association for Computing Machinery, where he formerly served as president of the Willamette Valley chapter, the American Accounting Association, and the North California Community College Computer Consortium, where he served as president in 1982. He is also the author of several texts in relation to his areas of expertise, including "Computers in Education Resource Manual" in 1974.

Throughout his career, Mr. Burns has received awards and accolades for his contributions. He was recognized as a fellow of the University of Oregon from 1972 to 1975. He has also been featured in numerous honors publications, including the first edition of Who's Who in the Media and Communication.
