Fluent in four languages, Dr. Franke is a tenured faculty member at the U.S. Department of Defense's Defense Language Institute Foreign Language Center. A professor of Russian since 2001 and dean since 2009, he took on the role of institutional researcher in 2014. Dr. Franke was first hired by the government organization in 1990 as a Russian instructor. Later serving as a computer course developer and training specialist, he was also the director of computer-aided language instruction at the George C. Marshall Center, assistant dean of the European and Latin American School and dean of the Multi-Language School. Dr. Franke was previously employed with the Marine Resource Corporation as an interpreter and at-sea representative from 1988 to 1990 and with the U.S. Army as a linguist from 1983 to 1985.

Upon graduating from high school, Dr. Franke joined the U.S. Army, during which time he studied Russian at the Military Institute. Unfortunately, he suffered a stroke and was left paralyzed on the right side of his body at just 19 years old. Having to learn how to walk and write again, he was discharged from the military as fully disabled. He went on to earn a BA in Russian Language and Literature at the University of Texas at Arlington in 1987, an MA in Russian Studies at the Middlebury Institute of International Studies in 1992, and a Ph.D. in Foreign Language Education at St. Petersburg State University in Russia in 1995. Dr. Franke is currently working toward an Ed.D. in Leadership and Foreign Language at the American College of Education. A member of Kappa Delta Phi, he expects to graduate in 2019.

Speaking Russian, German, Spanish, and English, Dr. Franke is also the author of "The Big Silver Book of Russian Verbs," which is now in its second edition. A best-seller that has sold more than 35,000 copies so far, it explains Russian verbs and includes 20 hours of audio. Dr. Franke subsequently authored "Streetwise Russian with Audio CD: Speak and Understand Everyday Russian" and co-authored "Streetwise Mandarin Chinese with MP3 Disc: Speak and Understand Everyday Mandarin Chinese."

A chair of the Western Association of Schools and Colleges since 2014 and the past president of the Ganbaru Yudanshakai in Monterey since 2005, Dr. Franke is active with the Sons of the American Revolution, Sons of the Republic of Texas, the U.S. Judo Federation, the American Legion, the American Council on the Teaching of Foreign Languages, and the American Council of Teachers of Russian. Named an Exemplary Educator by Smart Tech Corporation in 2005 and a Distinguished Alumnus by the University of Texas in 2005 and the recipient of a Campus Technology Innovation Award by Syllabus Magazine in 2005, he has also been cited in more than 20 editions of Who's Who in America, Who's Who in American Education, Who's Who in the West and Who's Who in the World. Married to his wife Lyudmila since 1996, he considers his accomplishments impossible without her.
