With 50 years of experience to his credit, Dr. Larsen is currently retired from his efforts as an environmental research engineer. Concluding his career just over a decade ago, he previously worked for the National Exposure Research Laboratory in Research Triangle Park, N.C. between 1971 and 2006 as well as the Environmental Protection Agency and National Air Pollution Control Administration in Cincinnati between 1961 and 2006. He additionally excelled as the chief of the technical service state and community service section for the National Air Pollution Control Administration between 1957 and 1961. Dr. Larsen began his career as an engineer for the division of water pollution control for the U.S. Public Health Service between 1950 and 1954.

Dr. Larsen initially pursued an education at Oregon State University, earning a Bachelor of Science in civil engineering in 1950. He later obtained a Master's degree at Harvard University in 1955. Dr. Larsen completed his studies in 1957, graduating from Harvard University with a Doctor of Philosophy in air pollution and industrial hygiene.

Early in his career, Dr. Larsen served as an adjunct lecturer for the Institute of Air Pollution Training between 1969 and 1980. He also found success as a conductor of seminars for air pollution researchers in Paris, Vienna and Milan during 1975. Moreover, Dr. Larsen was active as an air pollution consultant to Poland in 1973 and 1975 as well as Brazil in 1978.

Dr. Larsen has contributed more than 55 articles to various scholarly journals in his area of expertise. He has been notably affiliated with the Air and Waste Management Association, where he served on the editorial board of the organization's journal from 1971 to 1988. He is also a member of the Conference of Federal Environmental Engineers, Sigma Xi and the U.S. Public Health Service Commissioned Officers Association, where he formerly held the role of branch president. Locally, Dr. Larsen has maintained involvement as an elder at his local parish, the Christina and Missionary Alliance Church.

In 1979, Dr. Larsen accepted a Commendation Medal from the U.S. Public Health Service. He was also inducted to the Engineering Hall of Fame at Oregon State University in 2001. Dr. Larsen has been featured in more than 40 editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the South and Southwest and Who's Who in the World.
