L. Lynn Hogue, PhD, JD, Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Dr. L. Lynn Hogue retired in 2017 from the College of Law at Georgia State University in Atlanta as Emeritus Professor of Law after 35 years as a faculty member.

Dr. Hogue retired in 2017 from the College of Law at Georgia State University in Atlanta as Emeritus Professor of Law after 35 years as a faculty member. He served a brief tenure there as the associate dean for academic affairs (1986- 1987). His teaching career spanned more than 40 years. Prior to coming to Georgia State, he taught law at the William H. Bowen School of Law at the University of Arkansas at Little Rock (1977-1982), the School of Law at the University of Detroit Mercy in Michigan (1977), the School of Government at the University of North Carolina at Chapel Hill (1974-1976). He was a visiting professor of law at the United States Military Academy in West Point, New York (1995-1996) and visited on the faculty of Emory University School of Law (1981). Prior to entering law school, he taught English at North Carolina State University in Raleigh (1969-1971).

Dr. Hogue earned an A.B. degree, magna cum laude, from William Jewell College in Liberty, Missouri, in 1966. He subsequently received an M.A. (1968) in English literature and a Ph.D. (1972) in American literature from the University of Tennessee, Knoxville, and a J.D. (1974) from Duke University Law School in Durham, North Carolina. He is licensed to practice law in North Carolina, Arkansas (retired status) and Georgia and admitted to the bar of the Supreme Court of the United States. Dr. Hogue retired in the fall of 2000 as a lieutenant colonel in the United States Army Reserve Judge Advocate General's Corps after 21 years of service as an army lawyer.

As an attorney, Dr. Hogue argued cases before the Georgia Supreme Court: Alexander v. General Motors, 267 Ga. 339 (1996), a case that led to a multi-million dollar settlement for the plaintiff, a quadriplegic injured in a car accident, and that clarified an important issue in Georgia conflict-of-laws rules; the Eleventh Circuit Court of Appeals: e.g., Roofing and Sheet Metal, Inc., 689 F.2d 982 (11th Cir. 1982), an inter-circuit conflict of laws case; as well as cases in lower federal and state courts. He was the plaintiff in a case in the Arkansas Supreme Court leading to the professional disciplining of President Bill Clinton for willfully lying under oath in his deposition and in sworn interrogatory responses in the Paula Jones case, Hogue v. Dr. Hogue's legal specialties include constitutional law (federalism and the commerce clause, the Reconstruction Amendments [13th, 14th and 15th], and the First Amendment), conflict of laws, national security law, and military law. His interests also include the Second Amendment, LGBTQ issues, abortion, and assisted reproductive technology. As a writer, he is the author of "Conflicts of Laws in Georgia" (1995) and co-author of several editions of "Military Law in a Nutshell" with Charles A. An accomplished public speaker, Dr. Hogue was active in forensics at North Kansas City High School and in college. He won the gold medal taking first place in extemporaneous speaking at the Pi Kappa Delta National Speech and Debate Tournament hosted by Pacific Lutheran University in Tacoma, Washington, in 1965.
