An accomplished awardee, Mr. Dees celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Retiring in 2013 after 50 years of service, Mr. Dees excelled as attorney who focused his practice on government contract law, including contract formation and bid protests, construction and shipbuilding contracts, debarment and suspension proceedings, defective pricing and equitable adjustments and damages. His practice covered disputes between both contractors and the government and disputes between contractors. He also served as the chairman of his firm's government contracts department for two terms. Originally named Sellers, Conner & Cuneo, Mr. Dees' firm was later renamed to McKenna, Conner & Cuneo, McKenna & Cuneo and McKenna, Long & Aldridge prior to his retirement.

Although he no longer practices law, Mr. Dees continues to work as a consultant and mediator. He is a member of the Federal Circuit Appellate Mediation Panel and the panel arbitrators for the U.S. Council of International Business. Locally, he has served on the board of trustees and as the president of the Legal Aid Society of the District of Columbia, providing civil legal aid to the indigent. Mr. Dees also was active in local politics as the chairman of the Alexandria City Democratic Committee from 1968 to 1973 and on the Virginia Democratic State Central Committee from 1971 to 1974.

A fellow of the American Bar Foundation and a fellow of the National Contract Management Association, Mr. Dees held a number of posts with the American Bar Association, including as a council member, the secretary, the vice chairman and the chairman of the Public Contract Law Section. A former vice president and trustee of the National Security Industrial Association, he has also held positions with the D.C. Bar Foundation and the Council of Defense and Space Industries Association. Mr. Dees maintains his affiliation with the U.S. Court of Federal Claims, the Virginia State Bar and the Court of Appeals for the Federal Circuit.

The author of the 2016 book "The Development of Government Contract Law: A Personal Perspective," Mr. Dees has also penned over two dozen articles published in scholarly journals in his area of expertise. He has lectured on educational programs at various venues and was a lecturer of government contract law at the University of Virginia School of Law from 1992 to 1999. Notably, Mr. Dees was recognized as an honorary faculty member of the Judge Advocate General's Legal Center and School.

Attending high school in Fairfax County, VA, Mr. Dees earned a Bachelor of Arts in European history and French literature, with honors, at Princeton University in 1960. He later graduated with a Bachelor of Laws from the University of Virginia in 1963. During this time, he was appointed to the editorial board of the Virginia Law Review and the Order of the Coif. Throughout his career, Mr. Dees has been cited in many editions of Who's Who in America, Who's Who in American Law and Who's Who in the World.
