Dr. Liska received a Doctor of Veterinary Medicine at Iowa State University in 1973. His leadership abilities were evident early in his career while serving as the President of the national Student American Veterinary Medical Association in 1972. After veterinary college, he completed an Internship and Surgical Residency at the Animal Medical Center in New York City in 1976. He became a board-certified surgeon through the American College of Veterinary Surgeons in 1980. He was a Research Instructor at the Baylor College of Medicine Orthopedic Division in Houston between 1977 and 1990. He has been licensed to practice veterinary medicine in Texas, New York, California, Nebraska and Pennsylvania.

In January, 1988, Dr. Liska founded Gulf Coast Veterinary Specialists in Houston. He divested his interest in GCVS at the end of 2013. Under his 25-year leadership, GCVS grew to one of the largest multi-disciplinary veterinary specialty hospitals in the nation that accepted patients by referral only from other veterinarians. His efforts earned the Veterinary Economics Journal Practice of Excellence Award in 1998, the Veterinary Economics Journal Hospital of the Year in 1999, and the Better Business Bureau Distinction for Excellence Award in 2011.

Since January 2014, Dr. Liska has been serving as the Chief Executive Officer and Head of Surgery of Global Veterinary Specialists in Sugar Land, a suburb of Houston, Texas. Established in 2014, he devotes his time to providing educational and surgical services for fellow veterinarians, focusing on joint replacement surgery and orthopedics for dogs and cats. Additionally, he participates in various research projects, technician staff training, and product development. As a result of being the founder of Global Veterinary Specialists, Dr. Liska founded the Global Veterinary Specialists Foundation, a non-profit organization that welcomes donations and grants to fund education and clinical research projects. He also founded Global Veterinary Innovations which develops highly specialized surgical instruments.

A leader in total hip replacement procedures performed in the USA, Dr. Liska has also become renowned for his work in the development of the canine total knee replacement, the micro total hip replacement for small dogs and cats, and for new upgraded designs of hip replacement implants for larger dogs. He is an approved Product User in hip, knee, and elbow replacement procedures through BioMedtrix LLC. He has performed more than 2,000 joint replacement procedures during his career and tracks his patients in a registry. In addition to his surgical work, he has trained countless veterinary surgeons in the United States and abroad, has instructed more than 35 joint replacement surgery workshops, and has presented numerous continuing education and organizational seminars in his areas of expertise. Since 1975 his scholarly efforts have included textbook co-editing, authoring textbook chapters, and writing multiple articles and papers in professional journals. Dr. Liska has also served as a reviewer for numerous scientific journals and grant applications.

Dr. Liska received an Honorary Member Award from the European Society of Veterinary Orthopedics and Traumatology for Distinguished Service in 2018. Dr. Liska is an Honor Roll Member of the American Veterinary Medical Association, a member of the Veterinary Orthopedic Society, the Texas Veterinary Medical Association, a Lifetime Member of the Harris County Veterinary Medical Association, and member of the International Sled Dog Veterinary Medical Association. He served as a member of the Volunteer Veterinary Team for the Iditarod Sled Dog Race in Alaska for 17 years. He presented a key note speech on entrepreneurialship at the Iowa State University College of Veterinary Medicine. He was a temporary visiting scientist researcher at the University of Georgia in 2017. Dr. Liska also served as a consultant and a speaker for numerous lay organizations such as the West Houston Kennel Club, the San Jacinto Kennel Club, and the Fort Bend Kennel Club. He served as a show veterinary team member for the Westminster Dog Show at Madison Square Garden in New York.

Dr. Liska is an Emeritus Diplomate of the American College of Veterinary Surgeons. He is an American College of Veterinary Surgeons Honored Mentor Award winner. He has served on numerous committees and boards throughout his career for the American College of Veterinary Surgeons. The recipient of multiple other awards for his work in Veterinary Medicine, Dr. Liska received the Iowa State University Riser Small Animal Award in 1973 and the Strange Award for Lifetime Achievement and Meritorious Service in 2010. He was also recognized with the Texas Veterinary Medical Association Companion Animal Practitioner of the Year Award, the Texas Veterinary Medical Association Specialty Practitioner of the Year Award, and the American Veterinary Medical Association Practitioner Research Award for canine and feline hip and knee replacement studies. He received Special Contribution Recognition from the Special Operations Medical Association in 2011. He was granted membership in the Beta Beta Beta National Biology Honor Society, the Gamma Sigma Delta Agriculture Honor Society, and Phi Zeta Veterinary Honor Society.
