With 34 years of industry experience to his credit, Mr. Voss worked his way up from an associate physicist to senior physicist in the Applied Physics Laboratory at Johns Hopkins University (JHU/APL) in Laurel, Maryland, from 1969 to 2003. During this time, he also served JHU/APL as facility manager of the Guidance System Evaluation Laboratory from 1983 to 1995. In addition to these appointments, he served on the Standard Missile Simulation Accreditation Review Panel from 1984 to 1996 and chaired the AEGIS Scenario Certification Committee in Washington from 1987 to 1996. Among his many accomplishments, Mr. Voss conducted operational evaluation of the experimental vessel traffic system for the U.S. Coast Guard Sector San Francisco in 1974, and led the development of six-degree-of-freedom standard missile simulations at JHU/APL in 1976.

Prior to embarking on his professional path, Mr. Voss pursued formal education at Syracuse University, earning a Bachelor of Science in 1969. He then attended Johns Hopkins University, where he obtained a Master of Science in 1972. Mr. Voss became involved in his career because he liked science, specifically physics. The highlight of his career was receiving commendations from people for whom he completed work in the U.S. Navy, including Admiral Greene and Capt. Stark.

Through the first quarter of 1995, Mr. Voss provided significant contributions to the AEGIS program as a member of its core doctrine development team. Due to the team's outstanding efforts, a new document provided the fleet with critical and definitive tactical guidance concerning the development and implementation of AEGIS Weapon System (AWS) doctrine necessary to effectively counter the threats faced by ships today. Team members designed and validated recommended tactics against six of today's most stringent threats, and then integrated this information into the document. The efforts of Mr. Voss's team resulted in increased operator awareness concerning the employment of the AWS, and continues to be reflected in the improved warfighting capability of ships.

As a result of these efforts, Mr. Voss was bestowed with a special team award, the AEGIS Excellence Award for Outstanding Performance. Prior to this, he was awarded a Certificate of Recognition by the Naval Ship Weapon Systems Engineering Station for his expert assistance, support, and cooperation rendered during post-commissioning tests and trials aboard the USS Thomas S. Gates in 1988. He also received two Letters of Appreciation from AEGIS shipbuilding manager, Rear Admiral John F. Shaw, and the commanding officer of the Naval Weapon System Engineering Station in 1986, among other accolades. Moreover, Mr. Voss was selected for inclusion in the second edition of Who's Who in Science and Engineering, the 12th edition of Who's Who in the World, and the 24th through 27th editions of Who's Who in the East.
