His educational career really began in 1957 at San Diego's Marine Corps boot camp where he graduated as platoon honor man and expert rifleman. USMC training continued in avionics and radio-relay; then to NCO school, again graduating as class honor man. Stationed with Marine Air in Iwakuni, Japan, after a brief stint escorting classified electronic equipment to Da Nang, Vietnam, he returned to Inspector/Instructor duties with the reserves on the south side of Chicago, where he mustered out of the Corps in 1967, as a S/Sgt., and started working for Pacific Northwest Bell as an outside plant engineer for the Seattle area.
With a combination of full and part time work, coupled with the GI Bill, teaching and research fellowships during the next 13 years, he completed his B.A. in Asian Studies from the Seattle campus of the University of Washington, his M.A. in Communication from the University of Hawaii on an East-West Center Scholarship, and back to the University of Washington for his doctorate in International Communication.
Dr. Hall has taught graduate and undergraduate courses at the Universities of Washington, Delaware, and Hawaii; Radford University in Virginia, and Western New Mexico University. International and intercultural communication, focused on the countries and peoples of the Pacific Rim, are his areas of teaching and research interest. He is internationally published and has numerous scholarly presentations in the U.S. and abroad. As collaborator, editor and researcher, Dr. Hall is fully involved in Mrs. Jean Q. Hall's efforts to promote the life of Dr. Jose Rizal, the Philippine national hero, as a model for those who would be the world citizens in this global century.
Dr. Hall also has significant experience in program and institution building and assessment. At Radford University he developed and was founding director for a graduate program in corporate and professional communication, and directed the planning efforts for the New College of Global Studies, an innovative institution nationally regarded as a model college for the 21 st century. At Western New Mexico University he guided an institutional self-study for continuing accreditation, coordinated two winning, annual Quality New Mexico Award applications for the university, led the Academic Support Center during its initial year of operation, and chaired the Department of Humanities for two, three-year terms before retiring as Professor Emeritus in 20I0.
