Mary Lu Dempsey was responsible for creating a self-insurance program for health care in the Commonwealth of Kentucky called Kentucky Kare.

Ms. Dempsey enjoyed a long and distinguished career in Kentucky for close to 40 years. A former director of the Health Insurance Benefits Administration, she also held the role of vice president of marketing for the National Health Care Services in Louisville, Kentucky. Other roles included working for the department of personnel for the Commonwealth of Kentucky in Frankfort and as the director of personnel for the City of Hopkinsville.
Responsible for creating a self-insurance program for health care in the Commonwealth of Kentucky called Kentucky Kare, Ms. Dempsey was also involved with the State and Local Government Benefits Association (SALGBA). In addition to coordinating with Eastern Kentucky University to staff the association, she initiated an accredited program for state and local government health care administrators for the SALGBA. The association is notably a national organization whose purpose is to provide its members with educational and collaborative support.
Early in her career, Ms. Dempsey worked in journalism as a reporter for the "Evansville Press" in Indiana. She was also an editor for the "Kentucky New Era" in Hopkinsville, Kentucky, an assistant editor of the woman's page in the "Fort Lauderdale Sun" in Fort Lauderdale, Florida, and an editor of the woman's page in the local Hopkinsville newspaper.
Some of Ms. Dempsey's civic duties included serving as a publicity chairman for the Democratic Women of Kentucky in Frankfort. She was also president of Grace Episcopal Church of Women and president of the La Jardinere Garden Club. Ms. Dempsey first studied at H. Sophie Newcomb Memorial College between 1957 and 1958. She soon after received a Bachelor of Arts in journalism at the University of Kentucky. She is certified through the SALGBA.
Ms. Dempsey is a past president and board of directors of the Kentucky Intergovernmental Personnel Association and the SALGBA. In recognition of her journalistic endeavors, she received a Community Appreciation Award from the City of Hopkinsville for a series of articles she had written on how the town had escaped the recession of 1968. She also received a Kentucky Press Association Award for Best Women's Page. A celebrated Marquis listee, Ms. Dempsey has been featured in the 18th edition of Who's Who of American Women.
