Dr. Juang has been aligned with the National Oceanographic and Atmospheric Administration (NOAA), National Centers for Environmental Prediction, Environmental Modeling Center, for his entire career. Hired in 1988 as a support scientist, he has since become a research meteorologist for the administration in 1998. From daily weather forecasts, severe storm warnings, and climate monitoring to fisheries management, coastal restoration and supporting marine commerce, the NOAA works to provide timely and reliable information based on sound science to communities and businesses every day.

Outside of his full-time career at the NOAA, Dr. Juang has been a consultant for the Central Weather Bureau in Taipei, Taiwan, since 1995, and has been an adjunct professor of Institute of Atmospheric Physics, National Central University in Zhongli, Taiwan, since 2009. Other organizations that he has consulted for in the past have included the Tennessee Valley Authority, the U.S. Air Force, the Singapore Institute of High Performance Computing, the Korea Meteorological Administration, and several universities in the United States and abroad. Furthermore, Dr. Juang was a research assistant at the University of Illinois Urbana-Champaign for eight years beginning in 1980 and has served as lecturer for various organizations in his field.

Dr. Juang is renowned for the development of a Regional Spectral Model, a hydrostatic sigma coordinate for nonhydrostatic modeling called Mesoscale Spectral Model, and a generalized vertical coordinate with full conservations for global spectral modeling. He has also been responsible for implementing RSM/MSM/GSM for experimental research and operational use. As a result of his research, Dr. Juang has authored or co-authored articles in various scholarly journals, such as Monthly Weather Review and Weather Forecasting. He has also contributed to such publications as Advanced in Atmospheric Science and Meteorology and Atmospheric Physics.

A graduate of National Central University in Zhongli, Taiwan, in 1978, Dr. Juang received a Bachelor of Science in atmospheric science. He then spent two years as a second lieutenant in the military before immigrating to the United States. From there, Dr. Juang attended the University of Illinois Urbana-Champaign, where he achieved a Master of Science and Doctor of Philosophy in atmospheric science in 1982 and 1988, respectively.

Dr. Juang is a member of the American Meteorological Society, the American Geophysical Union, and elected members of the New York Academy of Sciences and Sigma Xi. He was also a fellow of the Joint Institute for Marine Observations at the Scripps Institution of Oceanography between 1993 and 1995. A celebrated Marquis listee, Dr. Juang was featured in the fifth edition of Who's Who in Science and Engineering and the 60th edition of Who's Who in America.
