Dr. Timothy C. Brown. Consul General (ret.) Presented with Albert Nelson Marquis Lifetime Achievement Award



    CARSON VALLEY, NV, June 25, 2019 /24-7PressRelease/ -- Marquis Who's Who, the world's premiere publisher of biographical profiles, is proud to present Dr. Timothy C. Brown. PhD, Consul General (ret.), with the Albert Nelson Marquis Lifetime Achievement Award. Dr. Brown has more than a half-century of professional commercial, educational, economic, political and military experience in eighteen countries on four continents, received numerous honors both as a Marine NCO and as a diplomat and been a member of the Marquis Who's Who community since 1995.

During his first enlistment he served as an unusually young Embassy Security Guard in Managua, Nicaragua. During his second, via the Army Language and Intelligence Schools, he was a Thai/Spanish Intelligence Linguist. During his Marine years he received two meritorious promotions, Letters of Commendation from the American Ambassadors to Nicaragua, Guatemala and Laos and from Marine Lt. Gen. Ormond R. Simpson - and managed to complete three years of undergraduate college studies at the University of Hawaii. In mid-1964 towards the end of his second enlistment he was offered commissions by both the Marine Corps and the Department of State. Having, by then, acquired a family of five he chose the latter, left the Corps and worked as a waiter at the Nugget Casino in Sparks, Nevada (Sparks High was his high school alma mater), completed his undergraduate studies and received a BA at the University of Nevada-Reno, and then became a Foreign Service Officer of career.

For the next twenty-seven years (1965-92), Dr. Brown served abroad as a diplomat in Israel, Spain, Vietnam, Mexico, Paraguay, El Salvador, the Netherlands, France and Honduras and in Washington, DC as Desk Officer for Paraguay/Uruguay, Acting Director of US-European Politico-Economic Affairs and Deputy Director of US-Cuba Affairs and often dealt with international organizations, including the UN, EUR, NATO, OECD, IAEA, SEATO and UNHCR. Dr. Brown's last ten years as a diplomat were especially sensitive, four years as Consul General (Lt Gen, equiv.) in the French Caribbean during the run up to the invasion of Grenada, the next four years in Tegucigalpa, Honduras as Senior Liaison Officer (SLO) in Central America to the Nicaraguan Democratic Resistance (the "Contras") during the last years of that war and two years as a Border Research Officer at New Mexico State University in Las Cruces during the negotiation of NAFTA, the US-Mexico-Canada free trade agreement.

While a Marine NCO, Dr. Brown received two meritorious promotions and a Letter of Commendation from Gen. Ormond Simpson. While a diplomat, he received Superior and Meritorious Honor Awards, Letters of commendations from the Presidents of the United States and Paraguay and the Thai and Vietnamese Armies, recommendation for the "National HUMINT (human intelligence) Award" in a SECRET/EXDIS-SC (declassified) cable for his and his office's performance in Tegucigalpa. He was also made a "Son of the Regiment" by the 3rd French Foreign Legion and Commendations from the OAS Human Rights Office and UN Peace Keeping Forces in Central America and Peace Keeping Training Center in Canada and from the Nicaraguan Democratic Resistance.

When, in 1992, Dr. Brown retired from the Foreign Service, he promptly launched himself on a third career as a university professor, researcher, writer and speaker by first earning a multiple-disciplinary PhD from New Mexico State University in Political Psychology, International Relations, International Economics and Political Science. He also became a Research Fellow at Stanford's Hoover Institution and published numerous professional articles in academic and professional journals and editorials in the Wall Street Journal and Washington Times. He has also been a Key-Note Speaker at conferences in the United States, France, Mexico, Peru, the Netherlands, Nicaragua, the UN Peacekeeping Training Center in Canada, Joint Forces Special Operations College (JFSOC) and aboard cruise ships, including the Queen Elizabeth II.

Dr. Brown is currently pursuing yet a fourth career as a Free Lance Writer and has so far published four books - The Causes of Continuing Conflict in Nicaragua (Hoover); The Real Contra War (Oklahoma - his PhD dissertation - currently a text book at the National Defense University), When the AK-4s Fall Silent (Hoover) and DIPLOMARINE - Terrorism, Turf Wars, Cocktail Parties and Other Painful Joys (an autobiography). And he is working on a fifth book From Warriors to Witches - Women that Changed History.

His reputation having followed him throughout his careers, Dr. Brown was recently honored as one of 87 Marine veterans recognized for their outstanding post-Marine Corps by Rudy Socha in his Above and Beyond - Former Marines Conquer the Civilian World (Turner, 2011).

Dr. Brown is a member of Rotary, the World Association of International Studies (WAIS), American Foreign Service Association (AFSA), Association of Former Intelligence Officers (AFIO) and the Centre international de recherches et d'etudes sur le terrorism (CIRET/AVT) of Yves Bonnet, former head of France's DST (Direction de la Surveillance du Territoire).
