Prior to embarking on his professional path, Dr. Stoddard earned his B.S. degree at Utah State University (1952), an M.S. at Brigham Young University, and his PhD in 1961 as a Professor of Sociology and Anthropology. Notably, Dr. Stoddard also served in WW II as a Petty Officer aboard LST-71, and during the Korean War as a U.S. Army Artillery Officer.
Since 1999, Dr. Stoddard has been an Emeritus Professor of sociology and anthropology at the University of Texas at El Paso (UTEP) where he taught for 36 of his 42 years of professional teaching and research. An expert on the culture of the U.S.-Mexican borderlands, he has shared his vast knowledge in the area of southwestern cultures, field research methods, social organization and technological change to multiple generations of students. Prior to being recruited by UTEP, he was a member of the faculty of Drake University from 1959 to 1965.
As founder of the Association of Borderlands Scholars (now with members on five continents), Dr. Stoddard has been honored by that association with an Outstanding Scholarship Award and a Distinguished Service Award in 1987 and 2015, respectively. He is a charter member and a past president of UTEP's chapter of Phi Kappa Phi. In 1967, he established the LDS Institute on UTEP Campus and in 1977 served as the 5th Ward Bishop of the LDS Church in El Paso. Locally, he contributed to scouting in the region; scoutmaster, trainer, merit badge counselor and Assistant Commissioner of the Yucca Council, and was appointed to the El Paso Judges advisory board on Juvenile Delinquency prevention. He aided organized efforts to deal with Teen Age Pregnancy as well as acting as UTEP's representative on the Civilian-Military Committee for control of Venereal Disease in El Paso and Ciudad Juarez.
Throughout his career, Dr. Stoddard has been engaged in research along with full time teaching, receiving small grants from the University of Texas, New Mexico State University, the U.S. Army, State Department and the Economic Development Administration. In 1990 he received the Burlington Distinguished Achievement Award in Research from the University of Texas—a rarity for a social scientist. A prolific researcher and published author, Dr. Stoddard's books and monographs include: "Conceptual Models of Human Behavior in Disaster" [1968], "Mexican Americans" [1973], the encyclopedic volume "Borderlands Sourcebook: A Guide to the Literature on Northern Mexico and the American Southwest" [1983 – recipient of the Southwest Book Award, 1984], "Patterns of Poverty along the U.S-Mexico Border" [1987], "Maquila" [1987], and the Borderlands Trilogy: "U.S.-Mexico Borderlands Issues: The Bi-National Boundary, Immigration and Economic Policies, Vol. I" [2001]; "U.S.-Mexico Border Studies: Multidisciplinary Perspectives and Concepts, Vol. II" [2002]; The U.S.-Mexico Borderlands as a Multicultural Region, Vol. III" [2005]. Also "Creation and Human Origin: A Multidisciplinary Comparison of Diverse Christian Beliefs and Shifting Scientific Perspectives" [2011] was finally completed. As a research scientist he published more than 100 articles in a dozen disciplines, ranging in content from an "informal" code of Blue-coat crime [1968] to dairy farmers on strike [1971]; an analytical, historical critique of the Liberal Tradition [1967] and erroneous assumptions of those who deal with the Blind [1984]. Many articles show motivational differences among Mexican illegal workers and how Mexican or U.S. policies lead to Peso Devaluation or a "Tortilla curtain." He found that U.S.-Mexico border research proved useful to African scholars [1989] and have shown flaws in esoteric plans for Space colonization [1984]. With an interest in the U.S. military from his prior experience as a naval Petty Officer and an Artillery officer, he identified conflicting expectations of Military Intelligence officers within a bureaucratic structure [1972]. Moreover, he traced the increasing ratio of single female soldiers and their impact [1976] and the complex roles assumed by officer's wives [1978,1994].
As parents of nine children, 31 grandchildren and an equal number of great-grandchildren, Dr. Stoddard and his wife, Elaine, place great importance on family life-- equaled only by their religious commitment to help others as they assume teaching and leadership duties. Following his retirement in 1999, he and his wife dedicated two years as volunteers for the Church of Jesus Christ of Latter-day Saints [Mormon] working with Europeanized Maoris of New Zealand. He also wrote two additional tomes for his grandchildren, containing stories of growing up in a log cabin on the Western frontier.
A celebrated Marquis listee, Dr. Stoddard has been featured in the 47th through 53rd editions of Who's Who in American and the 22nd and 23rd editions of Who's Who in the South and Southwest among a dozen biographical listings covering the span of his professional career.
