After accruing more than 45 years of professional excellence, Mr. Franks retired from his role as a judge with the North Carolina District Court in Hendersonville, North Carolina.

After accruing more than 45 years of professional excellence, Mr. Franks retired from his role as a judge with the North Carolina District Court in Hendersonville, North Carolina. Earlier in his career, he served in the United States Navy JAG Corps for five years before working for the city of San Bernardino, California, as a federal aid coordinator. Over the years, he gained valuable expertise in law through his varying roles with the City Attorney's Office of San Bernardino, San Bernardino County and in private practice. He now lives in Hendersonville and enjoys semi-retirement with three children: Bruce, a lawyer, Andrea, a retired nurse, and Craig, AIG architect and former wife Mary.

An expert in his field, Mr. Franks holds a Bachelor of Arts from Duke University in Durham, North Carolina, and a Bachelor of Laws and Doctor of Jurisprudence from the University of North Carolina. In order to keep abreast of changes in the field, he affiliates himself with the American Association for Justice and the North Carolina Bar Association. During his spare time, he makes it a point to give back to his community through the Child Protection and Fatality Team, the Sacramento and the San Juan Unified School District, the Sacramento Mental Health Association, and Rotary International Board of Directors. He also advises and has represented needy persons pro bono who have been exploited. Mr. Franks has been an active member of the Historic St. John's Church in Flat Rock, having served twice as Senior Warden of the Vestry Governing Board.
