Dr. Trout began his path toward health care management as a child, when he cleaned a local doctor's office to help earn money for his family. The doctor encouraged him to pursue a career in medicine. Going on to attend the University of Pennsylvania in Philadelphia, he earned a Bachelor of Arts in 1953 and a Doctor of Medicine in 1957. He concluded his studies at Dickinson Law School at the Pennsylvania State University, obtaining a Bachelor of Laws in 1964 and a Doctor of Jurisprudence in 1969. Furthermore, Dr. Trout has been awarded multiple honorary degrees for his distinctions in the field of health care.

Embarking on his medical career by serving in the United States Navy at the Naval Medical Center Portsmouth in Virginia, from 1959 to 1961, before becoming the chief of medicine at the Harrisburg State Hospital in Pennsylvania from 1961 to 1964. In 1964, he transition to health care and pharmaceutical administration, becoming the director of drug regulatory affairs at Pfizer Inc., where he served through 1968. He then began an 18-year tenure with Sterling Drug Inc., holding the roles of senior vice president and director of medical affairs until 1986. Acting as the chief executive officer and chair of the American Healthcare Systems Inc. from 1986 to 1995, he has since been recognized a chair emeritus. Out of all he accomplished over the years, Dr. Trout considers his 25 years of civilian service for the CIA to be important to him.

Dr. Trout has served on the boards of more than 30 public and private-sector organizations with interests in health care administration and the pharmaceutical industry. Notably, he lent his professional expertise to one Congressional commissions, the Joint Commission on Drug Use, from 1976 to 1980, and one new Commission on Medical Malpractice, from 1971 to 1973. He is published extensively and serves on the editorial boards of the journals Medical Malpractice Prevention, the Journal of Forensic Sciences and the Journal of Internal Medicine. Dr. Trout is noted for his philanthropy, and has donated millions of dollars to organizations serving children and the arts, including the Appleton Art Center, which was renamed the Trout Museum of Art in honor of him and his wife, Sandra Lemke Trout.
