With more than 40 years of experience working on various federal legislation and especially postal issues, Mr. Schley has become an authority in this industry. He began his career as the chair of California Teen Age Republicans, a regional vice president and state Sergeant at Arms of the California Young Republicans from 1961 to 1967, a teacher and administrator at Placer High School from 1963 to 1970, a special assistant to Senator Ted Stevens of Alaska from 1971 to 1977, Minority and Majority staff director of the subcommittee on the Civil Service and Post Office of the United States Senate, from 1977 to 1986, minority staff director at the State Committee on Rules and Administration from 1987 to 1992 and a commissioner at the Postal Rate Commission from 1992 to 1995. Mr. Schley concluded his career as a consultant on legislation and postal issues primarily with UPS in 2007.
Prior to becoming an esteemed consultant, Mr. Schley pursued higher education with an Associate of Arts from Shasta College in Redding, California, in 1960. Following these accomplishments, he earned a Bachelor of Science from California State University, Sacramento, in 1963 and a Master of Science from American University in Washington, D.C., in 1974. He also completed postgraduate coursework at both the University of Alaska Anchorage and Harvard University in Massachusetts. Furthermore, Mr. Schley was certified as a high school teacher by the California Department of Education.
Over the years, Mr. Schley has written numerous reports for Congress and given a number of speeches to unions and trade organizations. Mr. Schley also served on the board of directors of the Association for Postal Commerce from 2003 to 2006.
In light of his many contributions to the field, Mr. Schley has received a number of awards and accolades throughout his career. Notably, he received a certificate of achievement from the Harvard Kennedy School in 1982. In light of all his accomplishments, Mr. Schley has previously been featured in several editions of Who's Who in America and Who's Who in American Politics.
