Dr. Ilchman graduated from Brown University in Providence, Rhode Island, in 1955, with a Bachelor of Arts. He came away from undergraduate study changed by higher education and highly impressed by its value to others, and wanted to share his inspiration with others. In 1959, he completed his doctorate from Cambridge University in England.

From 1959 to 1964, Dr. Ilchman served as an assistant professor of political science and at the Center for Development Economics at Williams College at the Center for Development of Economics at Williams College in Williamstown, Massachusetts. He joined the University of California Berkeley in 1965 as an assistant professor of political science, rising to professor and the position of the director of South and Southeast Asian studies between 1970 and 1973. From 1974 to 1976, Dr. Ilchman was the dean of arts and sciences, and a professor of political science at the graduate school of Boston University, before becoming an international program adviser at the Ford Foundation in New York City, from 1976 until 1980.

Dr. Ilchman served the State University of New York, Albany, from 1980 to 1990, beginning as the vice president of graduate studies, and rising to Provost before becoming the executive vice president between 1987 and 1990. He was President of the Pratt Institute in Brooklyn from 1990 to 1993, and found success as the executive director of the Center for Philanthropy at Indiana University from 1993 until 1997. Dr. Ilchman became the director of the Paul and Daisy Soros Foundation in 1998, holding the title of a director emeritus in 2011 upon his retirement and after appointing 450 immigrants and children of immigrants to scholarships for their graduate education.

Dr. Ilchman is extensively published, including "The Political Economy of Change," first published in 1969, and reprinted in 1998. It has likewise been translated into French, Spanish, Japanese, Hindi, and Arabic. He is a frequent lecturer in his field, and is a Marshall Scholar and recipient of the 1969 Harbison Prize from the Danforth Foundation.
