A practiced financial advisor, Mr. Downey serves as principal with Mort Downey Consulting LLC, which he established in 2005. In the late 1950s, he joined the United States Coast Guard, remaining in the Reserves and rising through the ranks to lieutenant commander while working in various positions for the Port Authority of New York & New Jersey for the next 15 years. From 1975 until 1976, he was honored to serve as budget analyst for the United States House of Representatives. The following year, Mr. Downey joined the United States Department of Transportation and worked as the assistant secretary for budget and programs until 1981.

Subsequently, Mr. Downey held a number of roles for the New York Metropolitan Transportation Authority, including assistant executive director, deputy executive director, chief financial officer and executive director before returning to the United States Department of Transportation as deputy secretary and chief operating officer. In 1982, as the chief financial officer for the MTA, he helped to create the first substantial capital program to rebuild the system. The program was legislated and received many investments over the years. More recently, Mr. Downey utilized his decades of experience as principal consultant and chairman of PB Consult Inc. and as senior advisor with Parsons Brinckerhoff before establishing his practice.

Highlights of his career include serving as President Clinton's Deputy Secretary of Transportation from 1993 to 2001 and being appointed by President Obama as Transportation Department transition leader from 2008 to 2009.

An expert in his field, Mr. Downey earned a Bachelor of Arts in political science from Yale University in New Haven, Connecticut, and a Master of Public Administration from New York University in 1958 and 1966, respectively. More than 20 years later, he completed a graduate advanced management program through Harvard University in Cambridge, Massachusetts. Mr. Downey retains professional affiliation with the National Academy of Public Administration, and the American Society for Public Administration. He is a former member and chairman of the Washington Metropolitan Area Transit Authority Board.

Throughout his career, Mr. Downey has been honored for his efforts in the financial and transportation arenas. In addition to earning the 2001 Frank Turner Medal for Lifetime Achievement in Transportation from the Transportation Research Board, He was recognized with the Claiborne Pell Award from the National Corridors Initiative and a Lifetime Achievement Award from the American Public Transportation Association. He was also named one of The Federal 100 Information Technology Executives and earned a George Graham Award for Exceptional Service to the National Academy of Public Administration in 2018. Professional publications such as Who's Who in Finance and Business, Who's Who in America, Who's Who in the East, Who's Who in the South and Southwest and Who's Who in American Politics have also honored Mr. Downey for outstanding achievements in his field.
