Previously, he has served as general counsel for the Thomas J. White Development Corporation. Additionally, he has contributed his skills to the American Heart Association of Martin County, the Treasure Coast Wildlife Hospital and the Martin County Band Booster, Incorporated.

Prior to beginning his professional career, Mr. Harvin pursued an education at the University of South Florida, earning a Bachelor of Arts in psychology in 1971. He completed additional coursework at Stetson University, subsequently graduating with a Doctor of Jurisprudence in 1976. He has been certified to practice law by the Florida Bar, the Trial Lawyers Section of the Florida Bar, the United States District Court for the Southern District of Florida, the United States Court of Appeals for the Eleventh Circuit, and the Supreme Court of the United States.

Notably, Mr. Harvin completed service in the Florida Army National Guard. Outside of his immediate professional responsibilities, he is a valuable member of the American Bar Association, the American Arbitration Association, and the Association of Trial Lawyers of America. Mr. Harvin is the past president of the Martin County Bar Association.
