Having accrued almost 40 years of experience, Dr. Howard currently holds the titles of a professor emerita and an adjunct faculty member in the Department of Counselor Education and Rehabilitation at California State University, Fresno. She previously excelled as a coordinator in the Center for Southeast Asia Studies at the aforementioned university from 1986 to 2010. Prior to that appointment, Dr. Howard began her career at California State University, Fresno as a counselor in International Student Services office in 1980. Additionally, she owned a private practice and operated as a consultant from 1992 to 2014. She was active as an adjunct faculty member in the Summer program at Shikoku Gakuin University from 1996 to 2007, a lecturer at Tokushima University from 2004 to 2007, a special guest at Doshisha University in 2007 and a special guest professor at Bukkyo University in 2016. Notably, Dr. Howard is a program developer and a master trainer of True Colors Japan.

Dr. Howard has been involved in a number of international special projects and research. In 1999, she was invited by the Japanese government to conduct a workshop for mental health professionals, educators, college professors and researchers. She collaborated with ASK Human Care Inc. in 2001 to create "True Colors Japan," program and train TCJ facilitators from all over Japan. Likewise, Dr. Howard organized and conducted a special workshop for the Eastern Japan Earthquake Recovery in Tokyo and supported the area's recovery for three years.

As an expert in training and teaching in international education, teacher education, cross-cultural communication, self-esteem, leadership and aging, Dr. Howard has authored a number of professional works. She authored "Hmong Parenting Practices in Transition: A Participatory Study" in 1996, "Passages-An Anthology of Southeast Asian Refugee Experience" in 1993 and co-authored Intercultural Competence: Interpersonal Communication Across Cultures in 1996. "Passages" was adapted to Theater production at California State University, Fresno and their performing group toured to various cities in California, Hawaii and Japan. She also produced an award-winning documentary video, "Voices of challenge: Hmong Women in Tradition". Likewise, Dr. Howard commissioned a very large "Paj Ndaub" stitchery work on Hmong migration history that took two years to create, and now permanently hangs on the wall in the lobby of the Student Union at California State University, Fresno.

Prior to her professional journey, Dr. Howard initially pursued an education at Chiba University in Japan, receiving a Bachelor of Science in 1968. After immigrating to the United States in 1972, she completed further study at California State University, Fresno, through which she graduated with a Master of Arts in linguistics in 1976 and a Master of Arts in Counseling in 1979. Her education concluded at the University of San Francisco in 1996, when she earned a Doctor of Education. Dr. Howard is licensed as a marriage, family, and child counselor in California, as well as a certified mediator and teacher in the State of California. She received a California State Standard Teaching Credential in Life-English in Major, and Humanities and Japanese in Minors, California Pupil Personnel Services Credential in 1982-1987-Counseling and the California Community College Credential in Life-language Arts and Japanese.

The author of "Passages: An Anthology of the Southeast Asian Refugee Experience," Dr. Howard contributed to the production of "Pathfinders: Hmong Refugees in Higher Education" in 1987, and "Voices of Challenge: Hmong Women in Transition" in 1997. Notably, she was chosen by the chancellor's office to represent 23 California State University system to be the international director of an exchange program with Japan. She devoted her time and services to several organizations and societies, including the Society for Intercultural Education Training and Research, the Japanese American Citizen League, the California Association Marriage and Family Therapist, the Hmong American Women's Association and currently serves as a board member of Central California Asian Pacific Women's Organization.
