A native of the Virgin Islands, Ms. Heyliger relocated to Puerto Rico in 1959, where she obtained a diploma from Saint Luke's Episcopal School of Nursing in 1962. She continued her academic efforts at Michigan State University, earning a Bachelor of Science in Nursing in 1967. In 1975, she graduated from Boston University with a Master of Science in Nursing. Concluding her studies with a Master of Public Health from San Diego State University in 1989, Ms. Heyliger additionally received certifications in nursing administration, most notably Certified Nurse Administrator. She is a Natural and Child Health Nurse Specialist.
Ms. Heyliger has been an employee of the Virgin Islands Department of Health in Saint Croix since 1967, where she began as a public health nurse. As she advanced with the organization, she held the roles of a Nurse Supervisor, a Nurse Consultant, and an Associate Director of Nursing, between 1967 and 1990. She has excelled as the Chairman of Nursing as well as a research nurse with the Virgin Islands Department of Health since 1990. Other career-related endeavors to her credit include serving as a federal Health Consultant, a policy board member for the Head Start Program, and a Clinical Instructor at the University of the Virgin Islands School of Nursing. Throughout her career thus far, Ms. Heyliger is proud to have been the Principal Investigator for a human services grant for Meal on Wheels America. She also served as a Board Member with the Caribbean Exploratory Research Center at the School of Nursing, University of the Virgin Islands.
A member of the American Nurses Association, Ms. Heyliger remains affiliated with the American Nurses Credentialing Center, Beta Sigma Nu, The Caribbean Nurses Organization, and the Virgin Islands State Nurses Association, for which she has found success as the Executive Director since 2009. In light of her societal accomplishments, she has been the recipient of the Public Health Nurse Leadership Award from San Diego State University in 1989. Likewise, she has been selected for inclusion in several editions of Who's Who Among Human Services Professionals, Who's Who in American Nursing, Who's Who in Medicine and Healthcare, Who's Who in the South and Southwest, and Who's Who of American Women. The St. Croix AARP chapter recently honored her as a "Service Beyond Self" honoree. Ms. Heyliger is an active member of the Methodist Church in the Caribbean and the Americas having held the highest office of the laity, Circuit Steward. Outside of work, Ms. Heyliger enjoys gardening, traveling, and singing in her spare time.
