Aligned with the University of Hawai'i System's Honolulu campus since 2016, Dr. Chang serves as a special advisor for Asia-Pacific in the Office of the Vice President for Research and Innovation. He promotes research and education partnerships with Asia-Pacific; especially for providing developmental opportunities for junior scientists and seeking solutions for mitigating impacts of natural disasters such as landslides in the Asia-Pacific. Previously, he was the head of East Asia and Pacific programs in the Office of International Sciences and Engineering (OISE) of the National Science Foundation (NSF). Further, Dr. Chang was founding director of the NSF Beijing Office of the U.S. Embassy from 2005 to 2008, and a research investigator, scientist, and associate and adjunct professor at the Great Lakes and Marine Research Center, Institute of Science and Technology, and the School of Natural Resources and Sustainability at the University of Michigan.

A tenured scientist, Dr. Chang has lent his expertise as a visiting scholar, consultant, science advisor, and committee member to a number of professional organizations. He was a science consultant for the Qingdao Institute of Oceanology, Chinese Academy of Sciences and Yunnan Institute of Environmental Science in China. Moreover, Dr. Chang served as the executive secretary for the Freshwater Initiative in Washington, distinguished visiting scientist for the Research Laboratory of the Office of Research and Development in Corvallis, Oregon, of the Environmental Protection Agency (EPA), and consultant for the U.S. Man and the Biosphere Human-Dominated Systems Directorate of the U.S. Department of State. He co-founded the East Asia Long term Ecological Research Network in 1995, and established the East Asia Summer Institute Program for U.S. graduate students with China, Taiwan, and Korea in 2004.

Dr. Chang has made significant strides documenting the relationship between El Niño–Southern Oscillation (ENSO) activity and extreme climates in China. He has also been involved in the study of environmental changes surrounding large lakes in China and confirming the formation date of Lake Tai in the Yangtze Delta plain, one of the five largest lakes in China. Notably, Dr. Chang is credited with documenting vertical oxygen dynamics in tropical pond systems. He began efforts in 2017 using (SAGE) visualization tools and big data for monitoring and mitigation of natural disasters, especially landslides in Asia-Pacific. He is the co-editor of a book series, titled "Principles and Techniques in Environmental Science," which was first published in 1982, and served as a board member of the Taiwan Journal of Forest Science and an advisory board member of the National Electronics and Computer Technology Center (NECTEC) of the National Science, Technology, and Development Agency, Thailand, and is an advisory board member for Collaborations to Enable Transnational Cyberinfrastructure Applications (CENTRA) since 2017.

Dr. Chang holds a Master of Science degree from the University of the Pacific. He also attended Indiana University (IU), where he achieved a Master of Arts and Doctor of Philosophy. While attending IU, he was named a Carl H. Eigenmann fellow in 1978.

Dr. Chang was a fellow of the Japan Society for the Promotion of Science and the Japan Science and Technology Agency. He is a member of the International Society of Theoretical and Applied Limnology, the American Society of Limnology and Oceanography, and the International Association of Great Lakes Research. Dr. Chang has secured grants from organizations including the EPA, the NSF, EC's Trans-Eurasia Internet Network (TEIN) Program, the United States Agency for International Development, the Roger Tory Peterson Institute of Natural History, and the Consumer Power Company. He has also received several commendations for his work, including three Director's Awards from the NSF between 1996 and 2012. A celebrated Marquis listee, Dr. Chang was featured in the third edition of Who's Who in Science and Engineering.
