With almost 30 years of experience in the field of computer science and technology, Dr. Ciulla served as an associate professor of computer science at the University of Information Science and Technology "St. Paul the Apostle" in the Republic of North Macedonia. Previously, he worked as an assistant professor of computer science at Lane College. Prior to that position, Dr. Ciulla leveraged his time and skills towards the role of a post-doctorate research fellow at the New Jersey Institute of Technology, Yale University, and the University of Iowa, and Wayne State University between 2002 and 2007. He began his career as a research associate at the National Institute of Bioscience and Human Technology in Japan from 1995 to 1997 and the Force Institutes of Denmark in 1993.

Prior to embarking on his professional journey, Dr. Ciulla pursued an education at the University of Palermo, earning a Master of Science in management engineering. Following his desire to reestablish himself in a new career, he attended Rutgers, The State University of New Jersey, as a graduate student in 1998 and progressed in his studies at the New Jersey Institute of Technology and obtained a Master of Science in information systems in 2000. Dr. Ciulla's education concluded at the aforementioned university, from which he graduated with a Doctor of Philosophy in computer and information science in 2002.

A prolific contributor to professional journals, Dr. Ciulla is additionally the author of several specialized texts. These include "Improved Signal and Image Interpolation in Biomedical Applications: The Case of Magnetic Resonance Imaging," "Autoalign: Methodology and Technology for the Alignment of Functional Magnetic Resonance Imaging Time Series," and "Signal Resilient to Interpolation: An Exploration on the Approximation Properties of the Mathematical Functions" among other credited works. As a leader in his field, Dr. Ciulla has made a significant impact in his research pursuits in ultrasound detection by means of an artificial neural network, computational intelligence in magnetic resonance imaging of the human brain for the extraction of complementary or additional information, research in recording of MRI and functional MRI data of the human brain with 1.5 T MRI scanner, and several other areas of scientific importance such as the Intensity-Curvature Functional.

Outside of his immediate professional responsibilities, Dr. Ciulla devoted his time and services to a number of professional organizations outside of his own circles. He was an active member of International Society for Magnetic Resonance in Medicine and the Institute for Electrical and Electronics Engineers.
