David F. Russell Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

An accomplished listee, Mr. Russell celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Mr. Russell is a consultant, utilities executive, founder and president of Russell Consulting LLC. Established in his hometown of Newburyport, Massachusetts, in 1994, he now has a second location in Venice, Florida. A management and financial consulting practice focused on serving the needs of public and private utilities, municipalities, government agencies, real estate developers and other large utility consumers, Mr. Russell takes great pride in providing clients with thorough research and fact-based analysis, comprehensive solutions and implementation support.

A tenured professional in the field for more than 40 years, Mr. Russell was previously a Chief Engineer for the Department of Public Utilities in Massachusetts and a special consultant to the Chief Economist of the New Jersey Board of Public Utilities. He also held several senior engineering and management positions for a few different northeast utility companies and was a principal management consultant for Camp, Dresser & McKee Inc. in Boston, MA. and Providence, RI.

Throughout his career, Mr. Russell has served as an international consultant for various organizations and governments across Egypt, Mexico, Colombia, the Bahamas, Sri Lanka, Trinidad and Guam. He has also taught as an adjunct professor at Boston University and as an instructor at international seminars. Presenting at a number of conferences as well, he has served as an expert witness and contributed multiple articles to professional journals in his field. Additionally, Mr. Russell has authored three chapters of the American Water Works Association M1 Manual entitled "Principles of Water Rates, Fees, and Charges," 7th Edition and authored a report for the government of Egypt entitled "Guidelines for Preparation of Cost and Rate Studies," in 2000.

In order to keep abreast of developments in his field, Mr. Russell maintains affiliation with numerous professional organizations. A longtime member of the Institute of Electrical and Electronics Engineers (Life Member), he has also been involved with the American Public Power Association, the Water Environment Federation, the American Water Works Association (Senior Member) and the International Water Resources Association, among other organizations. For several years Mr. Russell served on the Board of Directors of the New England Water Works Association.

Locally, Mr. Russell was a commissioner of the Newburyport Harbor Commission from 2007 to 2012, Chairman of the Police Station Building Committee from 1998 to 2001 and Chairman of the Planning Board of the City of Newburyport from 1992 to 2000. He also served in various other roles, including on the Parish Council for the Immaculate Conception Church in Newburyport, and on the Finance Committee of a condominium association in Florida. Mr. Russell remains active as a member of the American Legion Post 150 and Post 159.

Mr. Russell earned a Bachelor of Science degree in electrical engineering at Rutgers College in 1971, a Master of Science degree in engineering management at Northeastern University in Boston in 1977 and a Master of Arts in economics, specializing in resource and regulatory economics, at Rutgers University in 1984. He is a registered professional engineer in the states of Massachusetts, New Jersey and Florida and is certified as a Florida Limited Liability Company. Mr. Russell notably served as a first lieutenant in the 101st Engineering Battalion, Yankee Division.

The recipient of a Harry Agganis Memorial Scholarship, Mr. Russell was recognized as a Rutgers Alumni Scholar and with a research assistantship from the New Jersey Bureau of Economic Research. He was also named an Outstanding Military Leader while on active duty training, Fort Leonard Wood, Missouri. In light of all his accomplishments, Mr. Russell has previously been cited in multiple editions of Who's Who in America, Who's Who in the East and Who's Who in Finance and Business.

Born and raised Newburyport with his five brothers and two sisters, Mr. Russell later married his wife, Patricia Ann McGonigle, in 1973. He is the proud father of three children and grandfather to four grandchildren. When he isn't at the office, he enjoys staying active by playing golf, jogging, boating and coaching youth sports.
